The memorandum highlighted that in the Governor’s Brevet, the chief secretary IAS Mukesh Chandra Sahu of the State Valley Tribes and Other Backward Department had directed its implementation from May 1, 2022. The notification specified that caste certificates and the applicant’s genuine tribe/caste/sub-caste should be in their names, excluding membership in Tea Estate/former Tea Estate Samaj (Society).

However, despite the issuance of the notification, its implementation has not been realised until the present date. Within the memorandum, the AASAA Demow Regional Committee urged for the prompt enforcement of Governor’s instruction No. AD/BC/766/2022/18-A.
