ASDC Seeks Plugging Of Delimitation Loopholes

DIPHU, July 20: The Autonomous State Demand Committee (ASDC) has called for the division of three Autonomous District (ST) Parliamentary constituencies into two and an increase in the existing five Legislative Assembly (LA) seats in the hill districts to thirteen seats for Karbi Anglong, West Karbi Anglong, and Dima Hasao.

Speaking at a press conference held at the ASDC office on Thursday, the party president Chandra Kanta Terang raised concerns about the draft proposal published by the Election Commission of India (ECI), citing anomalies and discrepancies.

Reading from the representation letter submitted to the ECI on July 13, Terang highlighted that in the delimitation process, eighteen polling stations under 20 Baithalanso LAC in West Karbi Anglong were included in the proposed 63 Hojai LAC, 61 Roha (SC) LAC, and 52 Jagiroad (SC) LAC.

Additionally, the area encompassing Maisam goan and four other villages of Punja Barpathar area of Baithalangso LAC was transferred to Karbi Anglong district from Nagaon district, according to government notification No HNP. 283/75/12 published in the Assam Gazette on September 3, 1975.

The president further emphasised that the process of delimitation should strictly adhere to Article 330 (1) (c) and Article 332 of the Indian Constitution for parliamentary and assembly constituencies in the three hill districts of Assam.

He sought the preparation of the draft delimitation proposal for the hill districts based on the number of Autonomous Council constituencies under the LA segment-wise.

Rectification of the identified anomalies and discrepancies in the draft delimitation proposal should be undertaken promptly, Terang asserted.
