Council to get unprecedented legislative autonomy: CEM

KAAC introduces landmark legislative reforms in 251st session

DIPHU, June 26: The 251st Session of the Karbi Anglong Autonomous Council (KAAC), held at the KAAC Session Hall under the chairmanship of Raju Tisso, marked a significant step in strengthening the legislative and administrative framework of the region.

KAAC Chief Tuliram Ronghang addressed the house, presenting key legislative and financial proposals aimed at accelerating development and institutional reform.

A major highlight of the session was the introduction of the Karbi Anglong Autonomous Council Territorial Council (KAATC) Legislative Assembly (Rules of Procedure and Conduct of Business) Bill, 2020.

The bill was tabled for discussion and approval, signalling KAAC’s intent to enhance legislative processes and judicial access within the autonomous region.

Speaking during the session, Ronghang highlighted the historical progression from the Mikir Hills District Council formed in 1952 to the present-day KAAC.

He noted that the Council had so far operated under outdated rules framed by the Government of India and Assam.

The new bill, developed over six to seven years in consultation with senior advocates of the Supreme Court, High Court, and the Advocate General, seeks to provide the Council with unprecedented legislative autonomy.

According to Ronghang, once passed, the bill will only require the assent of the Governor of Assam, thereby removing the need for prior approval from the Governor and the relevant departments of the Assam government.

He described the proposed framework as unique among India’s autonomous councils and one that includes powers comparable to those of an autonomous state.

He extended gratitude to chief minister Himanta Biswa Sarma for enabling the legislation and reaffirmed KAAC’s resolve with the slogan “Team Together, Work Together.”

The session also addressed the proposal for establishing a District Judicial Court to improve judicial accessibility in the region.

Additionally, the Supplementary Demand for Expenditure for 2025–2026 under the Council’s core subjects was tabled, demonstrating KAAC’s commitment to administrative efficiency and fiscal responsibility.

In a landmark announcement, Ronghang stated that more than 1,500 KAAC employees will receive pension benefits starting this year.

For the first time, former Members of the Autonomous Council (MACs) will also be included in the pension scheme—an initiative aimed at recognising and honouring their contributions to regional governance.

The session concluded with positive deliberations among council members, underscoring KAAC’s dedication to legal empowerment, institutional reform, and the holistic development of Karbi Anglong.
