GUWAHATI, Jan 4: In response to the prevalent foggy conditions and the rising concerns of potential accidents, the Dhubri district administration has issued an order under Section 144 of the Criminal Procedure Code (CrPC). The order, effective immediately, aims to ensure the safety of human life and properties by restricting the movement of specific vehicles and imposing parking regulations.
The order imposes restrictions on various modes of transportation and parking. Firstly, the movement of e-Rickshaws on the National Highway is restricted between 5 pm and 8 am. Secondly, there are limitations on the movement of dumpers and tractors, which are not allowed on national highway and other state roads from 5 pm to 7 am. Thirdly, stringent parking regulations are in place. All types of vehicles, including heavy ones, are prohibited from parking along national highway and state roads. Moreover, parking in front of dhabas, hotels, resorts, or any location other than designated parking areas is strictly forbidden. These measures aim to regulate traffic and ensure safety on the roads.
District Magistrate Dibakar Nath, IAS, highlighted the need for these measures to avert unwanted accidents caused by reduced visibility during foggy conditions. The decision stems from the District Road Safety Committee (DRSC) meeting on road safety, where concerns were raised about the substantial increase in fatalities and injuries in road accidents in the state in recent weeks.
Individuals aggrieved by the order have the option to submit a written appeal to the District Magistrate within three days for possible modification or waiver.
The prohibitory order will remain in force until further notice. Violations of this order are subject to legal action under Section 188 of the Indian Penal Code (IPC).
The district administration encourages cooperation from the public to ensure road safety and prevent accidents during adverse weather conditions.
