DIPHU, Feb 29: The Karbi Anglong Autonomous Council (KAAC) presented the budget for the ‘Entrusted Subjects’ and ‘The council budget (inherent Subject)’ for the financial year 2024-2025 during the 247th budget session held at KAAC’s session hall here on Thursday.
Amarsing Tisso, executive member of the Land and Revenue Department of KAAC, was tasked with presenting the budget for the 2024-25 session on behalf of the chief executive member, Tuliram Ronghang, who was out of station.
EM Tisso presented the ‘Entrusted Subjects’ with a proposed budget estimated under State Owned Priority Development (SOPD)/ establishment expenditure at Rs 209636.33 lakh and ‘the council budget’ with a probable estimated expenditure of Rs 80015.57 lakh for the financial year 2024-25.
The expected revenue receipt from the Council’s sources is Rs 37415.57 lakh, and Grand in Aid (GIA) from the state government and administrative charges etc. is Rs 42600.00 lakh.
While presenting the budget, Tisso stated, “There is a significant amount of arrear administrative charges to be released by the state Government, approximately Rs 7000.00 lakh, as well as arrears in the share of Motor Vehicle Tax. The state government is therefore requested to release the Motor vehicle tax for Karbi Anglong Autonomous Council during this financial year to enable meeting the normal expenditure of the Council and fulfill the Annual expenditure required for the financial year 2024-25 by placing the fund at the disposal of the council.”
The council revenue is derived from its own sources as well as from the state government and the government of India in the form of grants-in-aid and administrative charges every year.
The Council’s main sources of revenue are derived mostly from forest products, entry tax, professional tax, trading callings and employment, land revenue, share of motor vehicle tax, sale proceeds from weekly markets, ghats, fisheries, cattle pounds, besides other sources of revenue such as the sale of revenue district council receipts, court fees stamps royalty from mines and minerals, said EM Tisso.
Under grant in aid, Rs 1008.60 lakh has been made available for pension benefits to former Members of Autonomous Council, Rs 330.00 lakh for IAS & ACS coaching for ST (H) students, and Rs 1621.00 lakh for payment of honorarium to Karbi language teachers.
KAAC also proposed a budget of Rs 3 lakh for the celebration of various community festivals, Langkhon, Domahi, and Tihar, has been allocated respectively.
Moreover, EM Tisso stated that this budget is the people’s budget, and the people of Karbi Anglong and West Karbi Anglong under the Karbi Anglong Autonomous Council will benefit from it.
