Assam to Issue Firearm Licences to Indigenous Residents from February 2026

Guwahati, Nov 10: Assam Chief Minister Himanta Biswa Sarma announced that the state will begin issuing firearm licences to indigenous people in “vulnerable and remote” areas from February 2026. The move, aimed at boosting security in regions such as Dhubri, Morigaon, Barpeta, Nagaon and South Salmara-Mankachar, comes months before the assembly elections.

Sarma said licences will be granted selectively following numerous applications. The decision, first approved on May 28, targets residents in areas facing security challenges.

He also highlighted demographic and economic changes in the state, noting a rise in Muslim population growth and shifts in land ownership. Sarma said the government is studying these trends and emphasised that the policy is not directed at any community.

The cabinet also cleared the Assam Prohibition of Polygamy Bill, 2025, to be tabled on November 25. The Bill proposes up to seven years’ imprisonment for offenders and excludes Sixth Schedule and Scheduled Tribe areas. A compensation fund will be created for women affected by polygamy.

Sarma said the law will take effect after passage and notification, adding that data on Assam’s demographic trends will be presented soon.
