Assam Government Shuffles Top Officials: Chinmoy Prakash Phookan Takes Charge as GMC Commissioner

Guwahati, Nov 15:The Assam government has carried out a fresh round of administrative reshuffles, placing Chinmoy Prakash Phookan, ACS, at the helm of the Guwahati Municipal Corporation (GMC). Phookan, previously Joint Secretary in the Transport Department with additional responsibility as Managing Director of Assam State Transport Corporation (ASTC), has been transferred to the Department of Housing & Urban Affairs. He assumes the role of GMC Commissioner while continuing as ASTC MD until further orders, according to the official notification issued on Saturday.

In the same order, Dr. M.S. Lakshmi Priya, the outgoing GMC Commissioner, has been reassigned as Secretary to the Government of Assam in the Skill, Employment & Entrepreneurship Department. Priya will also retain additional responsibilities as Managing Director of the Assam Skill Development Mission and Registrar of Assam Skill University.

The reshuffle also affects Md. Hanif Noorani, ACS, who has been relieved of his additional charges as MD of the Assam Skill Development Mission and Registrar of Assam Skill University, along with his duties as Additional Secretary in the Skill, Employment & Entrepreneurship Department.

The changes reflect the state administration’s ongoing effort to reorganise leadership roles across key urban governance and skill development departments.
