DIBRUGARH, Nov 23: In a major breakthrough for security forces, ULFA (I) self-styled Major General Arunoday Dohotia and his PSO Franchis Axom surrendered early this morning at Pangsau Pass along the Indo-Myanmar border.
The high-ranked rebel commander’s surrender marks a significant setback for the outfit and a crucial development in ongoing peace and counter-insurgency efforts in the region.

Dohotia is a close aide of ULFA-I chief Paresh Baruah and a member of the outfit’s military leadership.
He has been instrumental in sending the faction’s communications, including e-mails and video clips of Paresh Baruah to media houses.
He has been involved in significant militant activities.
The National Investigation Agency (NIA) has identified him as a key conspirator behind a series of grenade attacks on Army camps in eastern Assam’s Tinsukia and Jorhat districts in 2023 and 2024.
Chief minister Himanta Biswa Sarma on Sunday reiterated that peace negotiations with the proscribed ULFA(I) will progress only when its chief Paresh Barua personally joins the dialogue process.
His remarks came just hours after the surrender of ULFA(I)’s self-styled Major General Arunoday Dohotia—considered a key military aide of Barua—along with his personal security officer Francis Axom.
The duo reportedly laid down arms early Saturday at Pangsau Pass along the Indo-Myanmar border.
Speaking to reporters at an event in Rangapara, Sonitpur, Sarma clarified that the latest surrender would not alter the broader parameters for talks.
“Discussions will only be meaningful if they happen with Paresh Barua and not with anyone else from ULFA(I),” he said. “Unless he shows willingness, there can be no real forward movement,” he said.
Sarma also dismissed speculation that the surrendered leaders may be flown to New Delhi for any political engagements.
“There is no plan for a Delhi visit. They may remain in Tinsukia or come to Guwahati to meet the DGP, but nothing beyond that,” he added.
Despite the state government’s repeated call for peace, Barua has so far refused to join any dialogue, insisting on core demands that remain at odds with the Indian government.
The surrender of Dohotia—long seen as a member of ULFA(I)’s top command—marks a notable setback for the armed outfit, even as security agencies hope it could serve as a step toward further dissociation within the ranks.
