The Election Commission of India has begun the second phase of its Special Intensive Revision of electoral rolls, but Assam has been left out. The BJP-ruled state, which will hold Assembly elections by April 2026, was excluded due to “exceptional circumstances,” according to Chief Election Commissioner Gyanesh Kumar.
He explained that Assam’s citizenship verification process, monitored by the Supreme Court under the Citizenship Act, is still ongoing. Kumar said a separate voter roll revision for Assam will be announced later but gave no date.
While states like West Bengal, Tamil Nadu and Kerala are part of the revision drive, Assam’s absence has fuelled political speculation. Critics allege that the Election Commission’s move could be politically influenced given the state’s complex citizenship issues.
The delay also ties back to the pending National Register of Citizens, which left nearly 19 lakh people out since 2019. Officials reportedly told the Election Commission that voter list revision should follow the final NRC publication, leaving Assam’s electoral process in uncertainty.
