As per Section 127A of the Representation of the People Act, 1951, no person shall print or publish, or cause to be printed or published, any election pamphlet or poster unless it clearly bears the names and addresses of the printer and the publisher. Further, no such material shall be printed unless a declaration identifying the publisher, duly signed and attested by two persons known to him is submitted to the printer in duplicate.

It is also mandatory that, within a reasonable time after printing, one copy of the declaration along with a copy of the printed material must be sent to the District Magistrate of the district where the material is printed.

All printing presses are directed to maintain a detailed register of all election-related materials printed. The register must include particulars such as the nature and description of the material, the name and address of the publisher, the number of copies printed and the date of printing. This register must be kept updated at all times and produced for inspection before authorised election officials whenever required.

The District Election Officer and District Commissioner further informed that the printing or circulation of anonymous or unauthorised pamphlets and posters will be viewed seriously. Strict action shall be taken against violators as per law, including possible revocation of the printing press licence.
