KOKRAJHAR, March 6: A one-man Commission of Inquiry headed by Justice HN Sarma, former judge of the Gauhati High Court, has been constituted under Section 3 of the Commissions of Inquiry Act, 1952 to examine the facts and circumstances surrounding the incident that occurred at the Bodoland Territorial Council Secretariat in Kokrajhar on November 29, 2025.
The Commission will investigate the circumstances leading to the protest by student organisations of Bodoland University, including the sequence of events during the march towards the BTC Secretariat and the alleged breach of barricades, forcible entry and vandalism.
The inquiry will also assess the adequacy of the response by the district administration, police and BTC Secretariat authorities, and examine whether there were any lapses in anticipating or managing the situation.
In addition, the Commission will evaluate the extent of damage caused to public property and the disruption of official functioning.
The Commission has invited written statements or representations from the Government of Assam, the Bodoland Territorial Council, Bodoland University, aggrieved individuals, organisations and members of the public familiar with the issues related to the incident.
Submissions may be made individually or collectively and must include the full name, postal address and contact number of the person submitting the statement.
Supporting documents and a list of witnesses, if any, should be attached along with an affidavit supporting the statement of facts.
The written statements must be submitted in triplicate to the office of the Commission either personally during office hours or through Registered Post or Speed Post so as to reach the office on or before March 26, 2026.
Submissions may also be routed through the office of the District Commissioner, Kokrajhar, via Assistant Commissioner Subham Sinha for onward transmission to the Commission.
