GUWAHATI, July 25: In a major push towards decentralised governance and improved administrative connectivity for Upper Assam, Chief Minister Himanta Biswa Sarma on Friday laid the foundation stone for a new Ministers’ Office, a convention centre, and office buildings for the Chief Secretary and Additional Chief Secretary in Dibrugarh.
According to an official statement, the ₹65-crore project will be constructed adjacent to the existing Chief Minister’s Secretariat at Paltan Bazar, Maijan.

The initiative is part of the Assam Government’s broader vision to develop Dibrugarh as the state’s second capital by bolstering its administrative infrastructure and outreach.
Speaking at the foundation-laying ceremony, the Chief Minister said the project represents the government’s commitment to taking governance closer to the people of Upper Assam. He noted that once completed, the facilities will significantly enhance government presence in the region and improve responsiveness to local issues.
The proposed Ministers’ Office will include 20 office rooms and 10 accommodation units, ensuring adequate space for government functionaries during visits and extended engagements in Upper Assam. The convention centre will have a seating capacity of 350 people, while a separate conference hall will accommodate up to 120 persons, the statement added.
Further, the office complex for the Chief Secretary and Additional Chief Secretary will be a ground-plus-one structure.
It will include designated cabins for officers, a meeting room, an establishment office room, a car porch, and other essential support facilities to streamline administrative functioning from the Upper Assam zone.
Highlighting the long-term impact of the project, the Chief Minister stated that the infrastructure will support people-centric development in the region and contribute to enhanced governance outcomes through regular administrative engagement.
Several dignitaries were present at the event, including Minister for Industries and Commerce Bimal Bora, Minister for Medical Education and Research Prasanta Phukan, and Transport Minister Jogen Mohan. Additional Chief Secretary Ajay Tewari, senior officials, local MLAs, and members of the public also attended the programme.
