War Of Words Between Dr Mongve, Kathar On

DIPHU, Aug 21: The president of All Party Hills Leaders Conference (APHLC), JI Kathar has lambasted BJP member in KAAC Dr Mongve Rongpi saying that the physician does not have any knowledge about the Constitution and rules of district Councils.

Kathar’s statement came in response to the statement of Dr Rongpi where he said that the former had wrongly quoted some of the rules from The Assam Autonomous Districts (Constitution of District Council) Rules 1951.
Dr Rongpi said, “Kathar and his APHLC party has submitted a memorandum to the Governor of Assam for re-election of Karbi Anglong Autonomous Council (KAAC). But in my earlier press conference I have clearly said that there is no word such as ‘re-election’ in the Constitution of India and in the KAAC rules.”
“Kathar has quoted rules 178, 180 and 184 of The Assam Autonomous Districts (Constitution of District Council) Rules 1951. In rules 178 is only about definition. While in sub-rules I of rules 180 said election petitions may be presented to the Governor and in sub-rules 2 of rules 180 says petitions can give declaration. But Kathar has not given the declaration to the Governor,” Dr Rongpi said.
Dr Rongpi also said sub-rules 3 of rules 180 says, “An election petition can be deemed to have been presented to the Governor, when it is delivered to the Secretary, Department of Hills Area Development, Govt. of Assam. I doubt whether Kathar and his party men have filed the petition with the Governor or not.”
He also said, “Rule 182 says that for a petition a treasury challan of Rs 100 should be made. But that is not done as far as I know. In rules 183 it says, “If rules No.180, 181 and 182 do not comply then the Governor will dismiss the petition. Rules 178 have nothing to say with regard to complaints about the election. Their petition may be rejected.”
Dr Rongpi said that there was no personal attack and he was just quoting from the book.
