The honours, conferred in Gold and Silver categories, recognise meritorious service across ranks and organisations, ranging from senior IPS officers to field-level personnel. Awardees include members of the Assam Police, Fire & Emergency Services, Civil Defence, Home Guards, Assam Rifles, the Indian Army and the CRPF.

In the Gold Medal category, several serving and retired IPS and APS officers have been recognised along with inspectors, sub-inspectors and constabulary ranks. The list reflects representation from leadership as well as frontline policing, highlighting sustained service and operational contribution rather than rank alone.

The Silver Medal category accounts for the majority of awardees and includes personnel from CID, Special Branch, STF, Vigilance and Anti-Corruption, Police Commissionerate Guwahati, district executive forces, Assam Police Battalions and CDO battalions, Fire & Emergency Services, GRP, Border Organisation, Home Guards and Civil Defence. As notified, awardees from serial numbers 27 to 453 fall under this category.

Senior IPS and APS officers are among those receiving Silver Medals, alongside a large number of inspectors, sub-inspectors, assistant sub-inspectors, havildars, lance naiks, constables, ministerial staff and emergency service personnel.
