GUWAHATI, Feb 15: The District Administration of Cachar, under the leadership of the Office of the District Commissioner & District Election Officer, has launched a comprehensive, transparent and time-bound procurement, empanelment and service engagement process to ensure smooth, accountable and efficient management of all logistical, technical and operational requirements for the forthcoming Assembly Election, 2026. Acting on directives from the Chief Electoral Officer, Assam, the administration has extended the validity of rates for election-related works and continued the empanelment framework for one year, ensuring continuity, administrative stability and procedural clarity for all stakeholders.
As part of this initiative, all empanelled suppliers have been directed to submit their Expressions of Interest (EOIs) as per the notified zone-wise rates on or before 22 February 2026, promoting uniformity, fairness and transparency. Registered firms and individuals within Cachar district have also been invited to submit EOIs for election-related photography and videography services with clearly defined eligibility criteria, technical standards, documentation requirements, GST compliance and service delivery protocols. The deadline for submission is 25 February 2026 up to 3:00 PM, with opening at 4:00 PM the same day at the Election Office, Silchar in the presence of bidders or their authorized representatives.
The District Administration has further issued short-notice tenders for civil and electrical works, supply of essential materials, rate contracts for food and refreshments, mineral water supply, video footage conversion, PA system hiring, IT and electronic equipment services and other critical logistical support for the Assembly Election. Key deadlines include:
Civil and electrical works and material supply: bids accepted from 7 February 2026 up to 20 February 2026, 11:00 AM; opening at 12:00 Noon same day.
Video footage conversion: submission by 25 February 2026, 3:00 PM; opening at 4:30 PM same day.
PA system services: submission by 27 February 2026, 12:00 Noon; opening at 12:00 Noon same day.
Food supply and catering: submission by 25 February 2026, 4:00 PM; opening at 4:30 PM same day.
IT and electronic equipment hiring: submission by 26 February 2026, 4:00 PM; technical bids opened on 25 February 2026 at 4:00 PM; financial bids on 26 February 2026 at 11:00 AM.
All tender processes include clear submission procedures, court fee and EMD requirements, eligibility norms, statutory compliance, documentation standards, evaluation mechanisms, quality assurance, service delivery conditions, payment protocols and dispute resolution clauses.
