Assam government distributes land pattas to thousands of families and institutions

Mission Basundhara 3.0 and Orunodoi 3.0 confer legal land rights to indigenous families

TEZPUR, Feb 27: Under the Assam government’s flagship Mission Basundhara 3.0, land rights were formally conferred on indigenous residents as well as educational, social and religious institutions across the state on Friday with the issuance of land allotment certificates.

In Sonitpur district, the programme was organised by the Revenue and Disaster Management Department in coordination with the district administration. Official distribution ceremonies were held simultaneously across five Assembly constituencies, where land pattas and allotment certificates were handed over in the presence of elected representatives and senior officials. The constituency-level events were linked via live telecast to the State-level central programme held in Dhemaji.

For the Dhekiajuli Assembly constituency, the distribution ceremony was held at Saheed Smarak Udyan, attended by MLA and Health and Family Welfare Minister Ashok Singhal. A total of 2,663 land pattas were distributed, comprising 2,286 individual pattas and 377 allotments to government and non-government institutions.

In the Naduar Assembly constituency, the event was organised at Neelima Bhawan, where MLA Padma Hazarika presided over the distribution of 717 land allotment certificates, including 118 individual pattas and 599 institutional allotments.

The Tezpur Assembly constituency programme was held at the auditorium of the Bengali Ooitanik Natya Samaj in Tezpur in the presence of MLA Prithiraj Rabha and Sonitpur District Commissioner Ananda Kumar Das. A total of 630 beneficiaries received land documents, including 426 individual pattas and 204 institutional allotments. Notably, several historic institutions, including the autonomous Darrang College (established 1945), the ancient Sri Sri Mahabhairab Temple of Tezpur and the Tezpur Government College of Teacher Education received official land pattas for the first time.

For the Borchala Assembly constituency, the ceremony was held at Bapuji Bhawan in Thelamara, where MLA Ganesh Kumar Limbu distributed 3,365 land allotment certificates, including 2,942 individual pattas and 423 institutional allotments. In the Rangapara Assembly constituency, the programme took place at the auditorium of Sri Sankardeva High School in Sarupat Gaon of Balipara with MLA Krishna Kamal Tanti in attendance. A total of 466 land allotment certificates were distributed, comprising 329 individual pattas and 137 institutional allotments.

According to official data, a total of 7,841 land documents were formally distributed across Sonitpur district through Friday’s programmes, including 6,101 individual pattas and 1,740 allotments to government and non-government institutions. The constituency-level programmes were also attended by respective Sub-Divisional Officers (Civil) Dyotiva Bora (Dhekiajuli), Kamal Barua (Borchala), Manah Kumar Saikia (Naduar) and Sanskriti Somani (Rangapara), along with circle officers and officials from the revenue and land records branches.

Our Margherita Correspondent adds: Along with the rest of the state, the ceremonial distribution of land pattas under Orunodoi 3.0 was organised on Friday at North Margherita Rangamancha under the aegis of the Margherita Co-District administration and Margherita Revenue Circle, covering beneficiaries of the 83rd Legislative Assembly Constituency in Tinsukia district.

The programme commenced with a live telecast of the centrally organised event from Dhemaji, including an address by Chief Minister Dr Himanta Biswa Sarma, who reiterated the government’s commitment to securing land rights for indigenous landless families and institutions through a transparent and digitised system.

Under this initiative, a total of 771 beneficiaries have been covered in the 83-Margherita LAC under Margherita Revenue Circle. Of these, 460 beneficiaries fall under NIJE (Non-Individual Juridical Entities), which include registered schools, religious institutions and socio-cultural organisations serving the community, while 311 beneficiaries are individual indigenous landless families.

Providing legal land settlement to institutions ensures long-term stability, promotes institutional development and strengthens public service delivery. For individual families, land ownership represents dignity, identity and economic security.

The allotment and settlement letters convert long-standing occupation into legally recognised rights, enabling beneficiaries to access housing schemes, financial assistance and other government welfare benefits.

Addressing the gathering, Margherita Circle Gyanjyoti Dutta elaborated on the scrutiny process and the detailed categorisation of beneficiaries covered under the initiative.

It was further highlighted that, as per the CDSL (Co-District Level Scrutiny Committee) approved figures available on the portal, progress in Margherita Revenue Circle includes 749 beneficiaries from Tea Garden Labour Lines, 464 beneficiaries under the Individual Government Land category, 200 beneficiaries from NC (Non-Cadastral) villages and 333 eligible beneficiaries under the Moran-Matak Special Category. These figures reflect the inclusive and structured approach adopted to ensure that no eligible indigenous landless family or deserving institution is left behind.

Margherita MLA Bhaskar Sharma expressed gratitude to Chief Minister Dr Himanta Biswa Sarma for prioritising land rights for indigenous people. He congratulated all beneficiaries and reaffirmed his commitment to work for the welfare and development of all indigenous communities of the constituency.

The programme concluded with congratulations to all beneficiaries and appreciation for the dedicated efforts of the Revenue officials and staff of Margherita Revenue Circle in successfully implementing the initiative.

The programme was attended by Rahul Doley, Co-District Commissioner Margherita, along with other senior officials from Margherita Co-District Administration and Margherita Revenue Circle, representatives of various departments, members of the press and distinguished guests.
