Three-day district level orientation training programme on PPC begins

Yingkiong, Oct 28: A three-day district level orientation training programme on People’s Plan Campaign (PPC) for preparation of Panchayat Development Plan  session 2023-2024 was inaugurated by Lumgeng Litin, Zilla Parishad Chairperson (ZPC) Upper Siang at DC Conference Hall here on Thursday.

While addressing the mammoth gathering of more than 150 participants, the ZPC stressed for timely completion of GPDP and DPDP through community mobilisation and capacity building training conducted by SIRD&PR, Itanagar and Ar. SRLM in the district from time to time. He further, requested the fellow PR members for pro-active participation in the planning process at their respective Gram Panchayats.

Hage Lailang, deputy commissioner Upper Siang District in his key note address stated the coordinated role of PRIs and the Line department functionaries has crucial to make the district develop from all angles. He also requested the participating HoDs of the districts for full cooperation in the endeavour of PPC for preparation of viable Gram Panchayat Development Plan (GPDP/District Panchayat Development Plan (DPDP) 2023-24 based on the directives issued by the Central Ministries or Departments within the given time frame. He further requested the visiting faculties to train the PR members about the subject so that they can plan their GPDP/DPDP.

S.W. Bagang, assistant director-cum-course coordinator, SIRD&PR, who is also the district in-charge of Upper Siang district for various training intervention on behalf of SIRD&PR, Arunachal Pradesh has highlighted the objectives of PPC 2022-23 in a campaign mode incorporating the 9 thematic areas of Localization of Sustainable Development Goals (LSDGs) for preparation of Panchayat Development Plan for the year 2023-2024 as per the directives of the Ministry of Panchayati Raj, Government of India.

While highlighting the planning process and requirement, he has also requested the district administration, Zilla Parishad chairperson and DPDO and the participating ZPMs and GPCs for early constitution of sectoral planning committees/groups on the line of earlier Gram Panchayat Development Committee (GPDC) to spearhead the planning process without which every stakeholders and departments are depending on others anticipating others are doing the planning etc.

The District Panchayat Development officer (DPDO)-cum-project director, Upper Siang Kiran Ningo in his welcome address also requested the Panchayat members to be punctual and availed the benefits from the resource person. He further requested the district HoDs for disclosing the programs and the schemes of their respective departments to be incorporated in the revamped GPDP/DPDP preparation and also requested for nomination of suitable officers and official as members of the frontline workers to lead the PPC for preparation of panchayat development plan on the line directives issued by the ministry and the state.
