KHNAM on effective implementation of roster system in Meghalaya

SHILLONG, June 15 (NNN): The Khun Hynniewtrep National Awakening Movement (KHNAM) recently asked the state government to honour its assurance to implement the roster system prospectively and notify May 10, 2022, as the cut-off date.

“We asked the govt to honour its assurance to implement the roster system prospectively as decided in all parties meeting by just notifying May 10, 2022, as the cut-off date of implementation and not to complicate the matter by issuing misleading statements,” KHNAM working president Thomas Passah said in a statement.

He said the recent statements of Chief Minister Conrad K Sangma said that “the roster is a continuous process and that the continuity starts with 1972” is ambiguous and confusing.

“Since the roster registers & accounts are maintained from 1972 onwards and the plotting of data and numbers start from that year, the roster is undoubtedly a retrospective continuous process,” Passah said adding “Therefore, we felt that the amended OM being issued by the govt. is nothing but the same retrospective roster in a modified version.”

“We also observed that the earlier statement of the CM that the roster system to be implemented is neither retrospective nor prospective but a continuous process is utterly misleading. It goes without saying that a roster which is a continuous process from 1972 onwards is retrospective while a roster which is a continuous process from May 2022 onwards would mean a prospective in nature,” he added.

Further, Passah said that the CM’s statement that the advertisements will start from a particular serial number wherever data are available from 1972 but will start from “one” wherever data are not available is highly objectionable.

“It is confirmed that the requisite data pertaining to the recruitments and appointments made during the period 1972 to 2022 are not available with the Government, because of the fact that the result notifications issued by the MPSC, etc during the said period did not show the category-wise break-up of the recommended or newly appointed candidates,” he said while adding “As a result of this, the govt depts that prepare the roster registers cannot get the vital data and details as to the numbers and the names of the recommended candidates appointed under UR/open category or Khasi-Jaintia quota or Garo quota or OST quota.”

“In such a scenario, we strongly urge the government to ensure that the advertising and filling up of posts & vacancies start from one with effect from May 2022, in respect of all types of posts,” he further added.

Meanwhile, Passah said that his party is wondering as to how the other political parties like UDP, HSPDP & Congress have not reacted nor said anything on the present move of the government.
