DIPHU, April 10: With the Election Commission going for delimitation of Assembly and parliamentary constituencies in Assam, the Autonomous State Demand Committee (ASDC), a regional force having its presence in the three hill districts of Karbi Anglong, West Karbi Anglong and Dima Hasao in the state of Assam, has suggested the commission to bifurcate the existing No 3 Autonomous District (ST) parliamentary constituency into two more new parliamentary constituencies.

The party demanded creation of Dima Hasao parliamentary constituency and one West Karbi Anglong constituency besides retaining the Karbi Anglong seat.
Addressing a press conference at ASDC central committee office here on Monday, the publicity secretary, Daniel Teron said that three more new assembly seats need to be created for Diphu LA segment, two more new seats for Howraghat LA, three more new seats for Baithalangso LA, two more new seats for Bokajan LA and three more new seats for Haflong LA.
All the parliamentary and Assembly constituencies should all be reserved seats for ST tribes’ population only like the existing system.
Teron said, “Historically, Karbi Anglong and West Karbi Anglong were part of the partially excluded area of the government act of 1935 and as such the area was given the opportunity to send one representative to the Assam Assembly in 1937. The total voters during that time were 171, the number of voters increased to 294 in 1945. In 1952 the area was allotted two representatives for voters of 67,652 and in 1972 was allotted four assembly segments.”
He also said that Dima Hasao formerly known as North Cachar Hills was also part of the excluded area and did not have representation in Assam Assembly till 1952. It was from that year (1952) it got one assembly seat which is represented till today.
