Guwahati, Nov 24: Assam moved a set of policy decisions on November 23 as the State Cabinet cleared the Maintenance, Repair and Overhaul (MRO) Policy 2025, two education bills, and the tabling of the Mehta Commission report in the next Assembly session.
The Cabinet said the MRO policy sets a route to place Assam as an aviation servicing base in Northeast India by 2030. The plan covers regulatory support, land use, and long-term project facilitation.
Chief Minister Himanta Biswa Sarma posted the updates on X, noting that the meeting also signed off on a mechanism for high-value investments. The Cabinet agreed to form a high-powered Investment Committee headed by the Chief Minister to vet and support projects worth ₹10,000 crore and above. The committee will manage clearances, incentives, and project tracking.
Two education-related bills were cleared. The Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill 2025 brings all private institutions, including institutions run under Article 30(1), under a single process for registration, fee approval and renewal. The state said the bill is intended to create a uniform fee system and protect students and parents.
The second bill, the Assam Education (Provincialization of Services of Non-Teaching Staff of Venture Educational Institutions) (Amendment) Bill 2025, introduces an annual six per cent rise in the fixed monthly pay of provincialised non-teaching staff. The move responds to repeated demands for a structured revision of pay for workers in venture institutions.
The Cabinet also approved placing the Mehta (Unofficial) Judicial Commission of Enquiry Report on incidents linked to the 1983 election violence before the Assam Legislative Assembly in the coming session.
