Assam Cabinet Greenlights Mega Judicial Township and Startup Push

Guwahati, Nov 09 Assam Chief Minister Himanta Biswa Sarma announced a series of landmark decisions following a Cabinet meeting held at Lok Sewa Bhawan, Guwahati, aimed at transforming the state’s infrastructure, startup ecosystem, and education landscape. From building a world-class judicial township to unveiling a new startup policy and approving a university in Charaideo, the Cabinet focused on reforms that will shape Assam’s growth in the coming decade.

The highlight of the meeting was the approval for the first phase of the State-of-the-Art Judicial Township at Rangmahal in North Guwahati, with an investment of Rs 478.78 crore. Designed to serve as the central judicial hub of the region, the High Court Complex Development (Phase-I) will include a High Court Building (G+4), a High Court Bar Building (G+6), and a High Court Office Building (G+6), all connected by bridges for better accessibility. The project aims to modernise the state’s judicial infrastructure and accommodate future expansion needs.

The Cabinet also approved the Assam Startup and Innovation Policy 2025–30, a Rs 397 crore initiative that seeks to position Assam as a national leader in entrepreneurship and innovation. The policy outlines multiple funding programmes, including ideation and prototype development grants, seed funds, and venture capital support of up to Rs 10 crore per startup. The move is expected to nurture a thriving startup ecosystem, encouraging young entrepreneurs and technology-driven ventures to grow from Assam.

In another significant decision, the Cabinet passed the Assam Prohibition of Polygamy Bill, 2025, which aims to eliminate the practice of polygamy in the state, except in areas under the Sixth Schedule. The Bill focuses on protecting women’s rights, providing compensation, and ensuring justice for victims affected by polygamous marriages.

To strengthen higher education, the Cabinet gave the green light to the establishment of SU-KA-PHA University, Assam, at undivided Sivasagar, preferably in Charaideo district. The new university will function as a teaching, residential and affiliating institution dedicated to promoting academic excellence and regional development.
The meeting also approved the determination of the date of effect of promotion under the Career Advancement Scheme (CAS) for Assistant Professors and Librarians working in provincialised, autonomous, model and government colleges. The decision aims to ensure uniformity and fairness in academic promotions.

With these wide-ranging measures, the Assam government has reaffirmed its commitment to modernising key sectors, promoting entrepreneurship, ensuring social justice, and enhancing educational standards — reinforcing the state’s journey towards inclusive growth and innovation.
