GUWAHATI, Sept 24: Chief Minister Himanta Biswa Sarma is set to meet the leaders of All Assam Students Union regarding the implementation of Justice (Retd.) Biplab Kumar Sarma committee report on clause 6 of Assam accord.
The meeting will take place on Wednesday and a delegation of top brass of AASU will attend the discussion.
“AASU was one of the signatories of Assam Accord. The state government has decided to implement 52 out of 67 recommendations of Biplab Kumar Sarma committee report. We will hold discussion with AASU members on the way forward in the implementation of the panel’s recommendations,” Sarma said.
He also mentioned that a series of discussions will be required with AASU and other organisations.
“We are initiating talks with AASU on Wednesday. More such meetings will be held in the coming days. The government will take the student body’s views regarding the implementation of the committee report,” the chief minister added.
Notably, the clause 6 panel led by Justice Biplab Kumar Sarma suggested that, as a stopgap measure, the post-1971 stream of proclaimed foreigners should be placed in locations outside Assam until their expulsion is finished. Additionally, the panel also gave the definition of “Assamese”.
The committee mentioned that a number of constitutional and parliamentary reforms will be required in order to fully implement its recommendations. It has stated that the current Article 371-B of the Constitution will need to be changed.
CM Sarma already announced that 52 recommendations laid by the high power committee will be implemented before April next year.
Meanwhile, AASU chief advisor Samujjal Bhattacharya said, “Justice (Retd.) Sarma committee which was formed to give a report on implementing the clause 6 of the Assam Accord gave a total of 67 recommendations. Out of these, the state government has already announced to implement 52 recommendations and the rest fall under the jurisdiction of the central government. I urge the state government to take up this issue with the centre and pave the way to implement all the recommendations of the clause 6 committee.”
