Assam gears up for upcoming panchayat elections

DHUBRI, April 3: The Dhubri district administration has quickly mobilised its efforts to oversee the smooth conduct of the upcoming panchayat election polls.

In a press conference, Dhubri District Commissioner, Dibakar Nath outlined key details regarding the election process, including the distribution of nomination papers, polling stations, and voter demographics.
A total of 128 gaon panchayats, 20 zilla parishad constituency area, and 10 anchalik panchayats will go to the polls in the district.

The elections are expected to be held at 1,465 polling stations spread across Dhubri, Bilasipara, and Golakganj.
According to District Commissioner, Nath, the total electorate in Dhubri gaon panchayats stands at 1,043,193, with 537,445 male voters and 505,736 female voters.

An additional 12 voters are also registered as others.

The breakdown of voters across different areas includes 7,32,841 in Dhubri Sadar, 1,34,517 in Bilasipara Co-district, and 1,77,169 in Golakganj Co-district.
Candidates wishing to contest the elections must collect their nomination papers from one of the following locations: Dhubri Rural Development office, Dhubri Zilla Parishad office, Dhubri District Agriculture Officer’s office, Bilasipara Co-district office, and Golakganj Co-district office.
To ensure the security of election materials, strong rooms have been set up at three locations within the district: Dhubri, Bilasipara, and Golakganj.

The district administration has also implemented special provisions to ensure fair representation.

Out of the 20 seats in the Dhubri Zilla Parishad, 10 have been reserved for women, and one seat has been earmarked for Scheduled Castes.
Additionally, 50% of the president and vice-president positions in the district’s anchalik panchayats will be reserved for women.

Five of the 10 seats for president and vice-president in each panchayats are specifically reserved for women.

Moreover, 640 ward units across the 128 gaon panchayats in the district will be reserved for women.
Special provisions have also been made for certain gaon panchayat posts.

For example, the post of president for 84-Asarikandi village panchayat has been reserved for Scheduled Castes, while the post of president for 108-Almaganj village panchayat is reserved for a Scheduled Caste woman.

The vice-president positions for 112-Shimlabari, 19-Shalkosa Gaon, and 122-Gaikhwa village panchayats are also reserved for Scheduled Caste women.
With these arrangements, the Dhubri district is set for a significant election that will see wide representation and active participation from the local community.

Our Hojai correspondent adds: In the view of the upcoming Panchayat elections, Office of the District Commissioner, Srimanta Sankardev, Hojai District via an order issued on Thursday, has imposed restrictions on possession of arms during the notified period of election.
The order stated that all the license arms holders to deposit the arms in their respective police stations without fail.

The order further mentioned that the Arms so deposited will be returned back to the license holder(s) by the concerned police stations after declaration of the election result on submitting their receipts.

Further, non compliance of the order by any license holder will be liable to legal action under provision of Arms Act, 1959 including cancellation of the license.
Notably, panchayat elections in Assam’s 27 districts will be conducted in two phases on May 2 and May 7.

The votes will be counted on May 11.

Our Sivasagar correspondent adds: Declaring the Panchayat election dates and datas to the media on Thursday, Sivasagar District Commissioner Ayush Garg said that a total of 5,01,151 electors will excercise their voting rights in 858 polling stations, in 82 GPs ,12 ZPCs and 5 APs -Demow ,Sivasagar, Amguri ,Nazira and Gaurisagar to elect their PRI  representatives in the first phase of elections in the state on May 2 .

The number of Male voters in the district is 2,48,257 and female voters are 2,52,891 while transgender voters are 3.

The ZPCs are Nitai-Panidihing and Demow under Demow AP, Bakata, Lakuwa and Kheluwa under Sivasagar AP, Rangpur, Rudrasagar, Jakaichuk & Morabazar under Gaurisagar AP, Amguri & Athkhel under Amguri AP and Sukapha &Nazira under Nazria AP.

There are 820 watds and 2649 villages in the electoral district. 

Garg informed that 61 authorised officers have been appointed to recieve nomination papers and related works in respect of Sivasagar, Nazira, Demow CDC.

The District Commissioner said that for free and fare electionsthe Model Code of Conduct (MCC), Anti Defacement Measures, Flying Sqad, Video Surveillance Team, and Election Monitoring Team have been activated in the district.

He assured prompt action against illicit drug and liquor peddlers, whenever complaint would be lodged.

Our Jorhat correspondent adds: Altogether 6,00,773 voters of Jorhat district will be eligible  to cast their votes on May 2 on which the first phase of panchayat elections will be held.

Addressing newspersons at the conference hall of the DC office complex here on Thursday, Jorhat District Commissioner Jay Shivani, stated that altogether 6,00,773 voters would be able to exercise their franchise.

Shivani said that 2,92,469 were male and 3,08,304 were female voters.

The DC informed that the total number of polling stations in the district was 923 spread across four assembly constituencies.

The DC said that the 16 ZPCs are spread across four Assembly constituencies in the district with four ZPCs in each of the LACs, Gaon Panchayats is 86 and Anchalik Panchayats is 6.

It may be mentioned that the number of ZPCs has been reduced to 16 from the earlier 19 and the GPs reduced to 86 from earlier 90.

The DC read out the poll schedule as announced by State Election Commissioner on Wednesday in Guwahati and the necessary rules and regulations to be followed for conducting the elections.
