DIPHU, Feb 21: The Karbi Anglong Autonomous Council (KAAC) has issued orders to the respective assistant revenue officers (AROs) of Dongkamukam and Phuloni revenue circles to take necessary eviction actions, according to an official notification.
In the notice, KAAC informed that the assistant revenue officer of Donka revenue circle submitted a report on February 17 regarding encroachments and the construction of temporary and permanent structures on Professional Grazing Reserved (PGR) and Village Grazing Reserved (VGR) lands under Donka revenue circle.
KAAC further cited a Supreme Court (SC) directive in the case of Jagpal Sing & others v. State of Punjab, where the apex court directed all states to take necessary steps for the eviction of illegal or unauthorised occupants of Gram Sabha or Gram Panchayat lands, emphasising that the land must be kept for the common use of villagers.
“Whereas, the Hon’ble Supreme Court of India in the case of Jagpal Sing & others v. State of Punjab issued a directive to all the States to take necessary steps for the eviction of illegal/unauthorized occupants of Gram Sabha/Gram Panchayat lands, emphasizing that the land must be kept for the common use of villagers. In exercise of the power conferred under Paragraph 3(1)(a) of the 6th Schedule to the Constitution of India, the Karbi Anglong Autonomous Council enacted the Karbi Anglong (Land & Revenue) Act, 1953, by which the Assam Land and Revenue Regulation 1886, along with the Rules, are adopted. KAAC Settlement Rule 18 empowers the authority to evict unauthorised occupants from Government as well as Grazing lands,” the order dated 20th February read.
“Therefore, taking into account the unauthorized possession of PGR/VGR land by the encroachers, the authority of the Karbi Anglong Autonomous Council directs the assistant revenue officer, Donka Revenue Circle, to take the necessary steps for eviction of unauthorized occupants,” it added.
The KAAC also issued the same directive to the assistant revenue officer, Phuloni Revenue Circle, to take the necessary steps for eviction of unauthorised occupants.
Additionally, the council has terminated a total of 10 Sarkari Goanburas (SGBs) from their posts, citing “dereliction” of duty in West Karbi Anglong and Karbi Anglong districts.
The SGBs who have been terminated in West Karbi Anglong for failing to report on encroachments of PGR (Hawaipur) land under Dongkamukam Revenue Circle are Dhup Nath Yadav, Chandra Sing Rongpi, Dilip Giri, Ram Samuh Chauhan, Nayan Subba, Jiban Kr. Chetry, and Ram Prasad Chouhan.
The SGBs who have been terminated in Karbi Anglong for failing to report on encroachments of VGR land, Phuloni Revenue Circle, are Mohon Sing Teron, Lakhindar Das, and Sarat Chandra Basumatary.
