DIPHU, March 8: Chief Executive Member (CEM) of Karbi Anglong Autonomous Council (KAAC), Tuliram Ronghang clarified on the position of the autonomous council on carrying out the eviction from professional grazing land and village grazing land.
In a press conference held at Karbi Youth Festival Silver Jubilee Auditorium in Taralangso, the CEM said, “Some people held a dharna before KAAC demanding eviction from professional grazing land and village grazing land from the land of Sarthe Phangcho. These people got mixed them up.”
“KAAC executive member for land and revenue, Amar Sing Tisso has promised that the eviction would be done on March 7 from the land of Sarthe Phanghco. We have already initiated the process for eviction, but we need the support of the police, which is not in our hand. We have already written to the appropriate authority. However, they have said that as the Lok Sabha election is fast approaching they cannot afford to spare any police force for the eviction,” Ronghang said.
He further said, “We have taken the views of intellectuals, the Karbi Students Association and all concerned. I have clearly said that there is a standing Supreme Court order according to which the eviction will be carried out. KAAC authority has already given the order. It is not like the previous evictions that were carried out at Langkaijan and Dudu Colony. There were fewer households there.”
The CEM said that at the time of eviction in Dudu Colony the then secretary Mukul Kathar was pelted with stones and the officer-in-charge of Khatkhati Police Station was also injured on the head, which required stitches. All these happened when there were 300 houses in the vicinity.
The present case involves more than 10,000 houses. A force of two or three thousand personnel is not enough. KAAC need the help of a large security force. The state home department is not under KAAC and for that we need the help of the state government. The eviction will be done, but it cannot be carried out overnight and more time is needed.
The CEM said that many have died from movements demanding autonomous state. Many died due to militancy, 41 people died at Charchim massacre and clashes between militants, 56 crores of Karbi Anglong properties were destroyed during the agitation of Joint Action Committee for Autonomous State (JACAS), but nothing was achieved. Everything would be achieved and done with discussion and mutual sharing of views.
Ronghang also said that although he had promised to act on the eviction, some people have posted objectionable remarks on social media. Cases will be filed against them as per the IT Act. Legal remedies are also being explored as per Article 244 (A) on granting autonomous state.
He made it clear that no communal hatred will be tolerated. Citing the example of the state of Manipur, he said there should be no violence, which cause a lot of destruction.
It may be mentioned that different social organisations including Karbi Students Association have demanded that eviction should be carried out by Karbi Anglong Autonomous Council (KAAC) from professional grazing land and village grazing land.
Sarthe Phangcho had filed a complaint before the appropriate authority that several non – tribal families have settled in his land measuring about 31 bighas. Several organisations including KSA, came to his aid in his fight to free the land from encroachers.
On February 16, when KAAC executive member, Amar Sing Tisso and other executive members had come to Kheroni to talk with the agitating demonstrators on the attack on KSA members, Tisso assured them that notice would be served for eviction by March 7. However, several social organisations alleged that the notice to evict encroachers was not served as per the deadline.
