KSA submits memorandum to Governor on border dispute, Article 244(A), and highway condition

DIPHU, July 14: The Karbi Students Association (KSA) submitted a memorandum to Governor Lakshman Prasad Acharya during his recent visit to Karbi Anglong, raising several issues related to indigenous rights, regional autonomy, and infrastructure.

The demands included resolution of the Assam–Meghalaya border dispute in the Karbi Anglong sector, implementation of Article 244(A) of the Constitution for autonomous statehood, and concerns over the Assam Cabinet’s move to grant special status to the Moran and Motok communities.

Speaking at a press conference in Rongnihang on Monday, KSA President Bhudho Terang said the organisation had urged the Governor to ensure that the 1951 government notification—along with natural boundaries and existing border pillars—be used as the legal framework for demarcating the inter-state boundary.

Terang asserted that the land in question falls under the jurisdiction of the Karbi Anglong Autonomous Council and that no encroachment had occurred from the West Karbi Anglong side.

He also demanded that all damaged border pillars be restored immediately.

The KSA also informed the Governor about an incident in which a plantation site in the Tapat area of West Karbi Anglong was allegedly destroyed by a group led by the Khasi Students Union (KSU) from Meghalaya.

The association condemned the act and urged the state government to take strong action to protect the region’s territorial integrity.

On the issue of autonomous statehood under Article 244(A), Terang said the Governor acknowledged the long-standing demand but clarified that it may not be feasible at present.

However, the Governor assured that the matter would be examined.

The KSA also raised its concerns over the state government’s recent decision to accord special status to the Moran and Motok communities, stating that such developments must be assessed carefully in the context of indigenous rights in the hill districts.

Additionally, the KSA highlighted the poor condition of the four-lane National Highway that intersects Karbi Anglong and urged the Governor to direct immediate measures for its repair and upgradation.

The issues submitted in the memorandum, according to KSA, aim to protect the constitutional, political, and infrastructural interests of the people of the autonomous hill region.
