Section 163 BNSS imposed along NH-27 Jatinga–Harangajao stretch

Order prohibits the assembly of more than five persons

HAFLONG, Dec 15: In a bid to ensure the timely completion of the Jatinga–Harangajao stretch of National Highway-27, the district administration of Dima Hasao has imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.

According to official sources, construction of the Jatinga–Harangajao stretch of NH-27 is scheduled for completion by January 31, 2025.

However, the work being carried out by the National Highways Authority of India and its contracting agencies has reportedly been disrupted on multiple occasions due to local agitations, often without valid justification.

Taking note of the repeated interruptions, the district administration has reiterated its resolve to ensure smooth and uninterrupted execution of the project, which is considered crucial for improving regional connectivity and supporting overall development in the hill district.

District Commissioner and District Magistrate of Dima Hasao, Munindra Nath Ngatey, ACS, has exercised the powers vested in him under Section 163 of the BNSS, 2023, which corresponds to Section 144 of the erstwhile Code of Criminal Procedure.

The order prohibits the assembly of more than five persons in the vicinity of construction sites along the Jatinga to Harangajao stretch of NH-27.

The prohibitory order has been issued ex-parte, as the prevailing situation does not permit prior notice to individuals or organisations, as provided under Section 153 of the BNSS.

The order has come into force with immediate effect and will remain operative until further notice.

The Senior Superintendent of Police, Dima Hasao, has been directed to ensure strict enforcement of the order in letter and spirit.

The order was issued under the hand and seal of the District Magistrate on December 15, 2025, underscoring the administration’s commitment to completing the key highway project within the stipulated timeframe.
