Dhubri, 09 Oct: The Officer-in-Charge of Tamarhat Police Station, Sub-Inspector Kapil Borah, was arrested on Wednesday in connection with the alleged custodial death of 28-year-old Monohar Roy from Mespara village.
Borah, who had earlier been placed under reserve close after preliminary findings, was produced before the court and remanded to judicial custody in a non-bailable offence. The arrest followed a detailed internal inquiry and multiple complaints filed by Roy’s family and civil society organisations. The investigation is being led by the Additional Superintendent of Police (HQ), Dhubri.

The case dates back to September 28 during Durga Puja, when Monohar Roy and two others reportedly visited a contractor’s house in Dingdinga to demand unpaid wages. Following a telephonic complaint from the contractor, Borah allegedly detained the trio, who were later found injured after alleged custodial assault.
Monohar succumbed to his injuries days later, leaving behind his wife and one-year-old daughter. His death triggered protests across Mespara and nearby villages, prompting several FIRs under the Assam Police Act and the Bharatiya Nyaya Sanhita.
