IMPHAL, AUGUST 6: The Rajya Sabha on Tuesday, August 5, resolved by a statutory resolution to further extend President’s Rule in Manipur for another six months from August 13, 2025. This extension is based on the fact that Manipur remains unstable in the context of politics, and there has been a serious misuse of law and order in the state for almost two years.
Union Minister of State for Home Affairs, Nityanand Rai, tabled the resolution in the Upper House during raucous protests and continuous sloganeering on the Opposition side. In spite of the commotion, the resolution was passed, thus extending the proclamation of President’s Rule made for the first time on February 13, 2025, under Article 356 of the Indian Constitution.
The extension was already passed by the Lok Sabha on July 30. President’s Rule was initially enforced after Manipur Chief Minister N. Biren Singh quit the office, after months of ethnic turmoil and a swiftly declining security situation that made the state government powerless.
Under Article 356, the application of President’s Rule vests the administrative functions of the state in the hands of the central government. The Governor is now the representative of the President, and all the legislative powers of the Manipur Assembly are suspended, vesting the same temporarily in Parliament.
As per the official notification brought out in the Gazette of India by the Union Home Ministry, the extension also puts on hold important constitutional procedures involving legislative rule in the state. This enables the Centre to govern Manipur free from procedural hurdles, which the government claims is required to bring normalcy back and settle the current crisis.
With the extension of this, the Centre continues to have direct control over the administration of Manipur, in hopes that stability can be achieved by continued efforts at governance, policing, and peace-building.
