NAMSAI, June 8: The Deputy Commissioner of the Itanagar Capital Complex, Mr. Toko Babu, undertook a comprehensive inspection of the entire Package-B stretch of the National Highway-415. This stretch extends from Papunallah to the Viaduct Bridge in Nirjuli. The inspection was carried out on Saturday, June 7, 2025, and was marked by a thorough examination of the ongoing construction work. Addressing the media after the inspection, Deputy Commissioner Toko Babu informed, “Today, I had the opportunity to personally visit and carry out an inspection of the full stretch of Package-B, which involves the crucial four-laning work of the Itanagar-Banderdewa section of National Highway-415. I was accompanied by several senior officers and Heads of Departments from various branches of the capital administration.” He further explained, “As this was my first official visit since taking charge of my duties, I deemed it very important to conduct a detailed inspection by covering the entire stretch, approximately 10 kilometers in length, on foot to get an in-depth understanding of the work progress.”

The length of the stretch inspected is approximately 11.3 kilometers and the project is being executed by the joint venture of M/S Woodhill Shivam (JV). Having recently assumed office, Deputy Commissioner Babu highlighted that his immediate priority is the improvement of road communication facilities within the capital complex, with a specific focus on the National Highway, which passes through the central part of the entire capital area.

During the inspection, DC Babu interacted with several local residents and regular road users. He welcomed their suggestions and valuable advice on the project and assured them that their concerns would be taken into account. He also directed the executing agency to increase the deployment of manpower, stating his belief that this would accelerate the pace of work and help achieve faster progress than currently anticipated.

The infrastructure works on this stretch include multiple important elements such as flyovers, a two-lane service road traversing the busy Naharlagun town area, four minor bridges, one major bridge, 31 culverts, retaining walls, breast walls, as well as a comprehensive drainage system. DC Babu noted the significance of involving engineers from various departments of the capital administration during the inspection, as their presence helped in highlighting critical points that need attention and allowed for an on-the-spot assessment of work progress, enabling them to provide practical inputs and suggestions.

He also mentioned a specific portion of the road near Papunallah Tinali and Hotel Dhasang, which has been closed to traffic flow for approximately two months due to ongoing construction activities. Despite the closure, the Deputy Commissioner has given clear instructions that the work should proceed at a fast pace, but simultaneously, one-way traffic should be allowed through this section as soon as possible. The executing agency has been asked to ensure the smooth implementation of this traffic arrangement without hampering the ongoing work.

The Capital Administration will maintain continuous oversight and will conduct periodic inspections to monitor the progress of the work closely. DC Toko Babu expressed optimism that the project will be completed with high quality standards and will result in a well-constructed road that will greatly benefit the connectivity and transportation facilities in the region.
