ITANAGAR, June 26: The Arunachal Pradesh Legislative Assembly, in collaboration with the Parliamentary Research and Training Institute for Democracies (PRIDE), Lok Sabha Secretariat, has commenced a two-day Orientation Programme for its newly elected Members.
According to an official statement, the event is being held on 26th and 27th June 2025 at the Nokmey Namati Hall within the Assembly complex.
The orientation has been organised following the constitution of the Eighth Legislative Assembly on June 15, 2024.
Of the 60-member House, 24 legislators have been elected for the first time.
The programme seeks to familiarise them with the responsibilities of legislative office and to equip them with essential knowledge and procedural understanding needed for effective legislative participation.
The initiative, aimed at enhancing the capacity and legislative competence of Members, particularly the first-time MLAs, was inaugurated in the presence of Speaker Tesam Pongte,
Deputy Chief Minister Chowna Mein, Deputy Speaker Kardo Nyigor, and Director of PRIDE, Prasanta Mallick.
In their addresses during the inaugural session, the dignitaries underscored the importance of orientation and continued learning for all legislators.
Speaker Tesam Pongte, while welcoming the participants, recalled the contributions of past legislators who had served the Arunachal Pradesh Assembly with distinction.
He expressed hope that the new Members would draw inspiration from their predecessors and uphold the dignity and constitutional responsibilities entrusted to them.
Deputy chief minister Chowna Mein highlighted the significance of the training in enhancing the legislative understanding and capabilities of the Members.
He said that well-informed and empowered legislators are central to good governance and the fulfilment of public aspirations.
Director Prasanta Mallick, representing the Lok Sabha Secretariat and PRIDE, expressed gratitude for the opportunity to collaborate with the Arunachal Pradesh Legislative Assembly.
He noted that the training would empower Members with tools and knowledge to contribute more effectively to the legislative process.
The programme includes a series of technical sessions led by senior officers from the Lok Sabha and Rajya Sabha Secretariats.
These sessions cover a wide range of topics critical to legislative functioning, including legislative processes such as the introduction and passage of Private Members’ Bills, financial business like Demands for Grants, mechanisms of executive accountability through parliamentary questions, and the workings of the committee system.
Additionally, participants are being introduced to parliamentary privileges, customs, conventions, and etiquettes, along with procedural tools used in legislatures.
The sessions also explore information resources for deliberations and the use of digital legislative tools through the e-Vidhan platform.
As per the official release, the two-day programme is expected to provide the legislators with a comprehensive understanding of their roles, empowering them to participate meaningfully in the democratic process and serve their constituents with greater efficiency and responsibility.
