ITANAGAR, Oct 6: The Governor of Arunachal Pradesh, Lt General KT Parnaik (Retd), inaugurated the Psychotropic Substances and Psychosocial Centre and Human Performance Laboratory and digitally unveiled the Foundation Stone for the Centre of Excellence for Testing of Drugs at the Rashtriya Raksha University (RRU), Pasighat Campus, East Siang District, on October 6, 2025.
Addressing the gathering, the Governor observed that contemporary society faces multiple challenges that test peace, unity, and security, including misuse of activism, rising religious disharmony, disruptive protests, terrorism, and insurgencies.
He also highlighted the growing threats in the digital space, such as cybercrime, propaganda, and extremist ideologies, which often target youth and create unrest.
While acknowledging the complexity of these issues, he emphasized that they are not insurmountable.
The way forward, he said, lies in balancing freedom with responsibility, fostering trust among communities, strengthening security mechanisms, and using technology wisely.
Collective awareness and active community participation, he added, are essential for building a safer, stronger, and more harmonious society.
Digitally unveiling the Foundation Stone for the Centre of Excellence for Testing of Drugs and Psychotropic Substances and inaugurating the Psychosocial Centre, established in collaboration with the East Siang District Police, the Governor commended RRU and the District Police for combining science-led enforcement with a humane approach to rehabilitation.
He said these initiatives would strengthen Arunachal Pradesh’s fight against drugs and safeguard the future of its youth.
The Governor underscored the importance of maintaining zero tolerance towards traffickers while simultaneously extending compassion and support to those struggling with addiction.
Referring to the courses offered at RRU, he highlighted the importance of smart policing and encouraged law enforcement agencies to adopt preventive, technology-driven, and community-focused strategies that are humane, accountable, and rooted in public trust.
Addressing the students, the Governor urged them to pursue excellence with integrity and innovation, reminding them that education is a commitment to national service.
He exhorted them to imbibe the ‘Nation First’ spirit, remain disciplined, and stay motivated to realise the Viksit Bharat vision of Prime Minister Narendra Modi.
He also expressed gratitude to the faculty and mentors for their dedication in shaping the next generation of leaders.
The Governor expressed his appreciation for visiting RRU Pasighat Campus, an Institute of National Importance, describing it as a nursery of national service, leadership, and character building.
He also praised the university’s emphasis on sports science and sports medicine, noting its role in nurturing Arunachal’s talented youth for excellence in both sports and academics.
He expressed hope that RRU will continue to play a vital role in shaping a secure, healthy, and progressive society and called upon all stakeholders to foster a culture of excellence, innovation, and service for the nation’s future. The inaugural function was attended by Advisor to Hydro Power Minister cum MLA Ninong Ering, local MLA Er Tapi Darang, deputy commissioner of East Siang Sonalika Jiwani, Superintendent of Police Pankaj Lamba, along with faculty members, students, and staff of Rashtriya Raksha University, Pasighat Campus.
