ITANAGAR, Dec 29: The All India Chakma Students’ Union (AICSU) has demanded a Central Bureau of Investigation (CBI) probe and transfer of trial outside Uttarakhand, preferably to Delhi, in connection with the murder of Angel Chakma, an MBA student from Tripura, alleging serious lapses by the police and hospital authorities.
In a representation addressed to the Chief Minister of Uttarakhand, AICSU stated that the family of the deceased has lost faith in the State police due to procedural failures, including a three-day delay in registration of the FIR despite the incident occurring on December 9.

The organisation alleged that Selakui Police Station initially refused to register the complaint, and the FIR was lodged only on December 12 after sustained pressure from AICSU.
The students’ body further claimed that appropriate sections of law were not invoked at the initial stage and alleged attempts by senior police officials to dilute the incident by projecting it as a “fight”, while ignoring elements of racial abuse.
AICSU also raised concerns over alleged lapses by the hospital authorities, stating that Angel Chakma was admitted in critical condition to Graphic Era Hospital as a medico-legal case, yet the police were not immediately informed, pointing to possible institutional negligence and lack of transparency during treatment.
Citing safety concerns, the organisation said family members and a key eyewitness do not feel secure in Uttarakhand, necessitating transfer of the trial to ensure a fair and impartial judicial process.
Among its demands, AICSU called for a CBI investigation into police conduct, FIR delay and possible medical negligence, immediate arrest of the absconding accused, invocation of the SC/ST (Prevention of Atrocities) Act, action against police officials allegedly involved in dereliction of duty, compensation of ₹2 crore to the victim’s family, and the creation of a dedicated police cell in Uttarakhand for the safety of people from the Northeast, on the lines of Delhi Police’s SPUNER unit.
AICSU president Drishyamuni Chakma said the organisation would continue to pursue the matter through all legal and constitutional means to ensure justice for Angel Chakma.
