GUWAHATI, March 15: The Government of Assam on Saturday launched the Earned Salary Advance (ESA) and Salary Linked Credit (SLC) scheme for regular State government employees, aimed at improving financial access and employee welfare within the state administration.
The initiative, launched in line with the vision of Chief Minister Himanta Biswa Sarma, seeks to provide quick, transparent and responsible access to short-term salary advances as well as longer-tenure credit facilities for eligible employees.
Officials said the Directorate of Accounts & Treasuries, Government of Assam will serve as the implementing authority for the programme.
Under the scheme, employees can avail Earned Salary Advance (ESA), which allows them to access a portion of their earned salary before payday to meet urgent financial needs. The Salary Linked Credit (SLC) component enables employees to avail structured personal loans linked to their salary, with repayment tenures of up to five years.
To facilitate the implementation of the initiative, InstaPe has been empanelled as the service provider. The company will work in partnership with Suryoday Small Finance Bank and Mufin Green Finance, which will act as the lending institutions under the programme.
