Mukhya Mantri Nijut Moina scheme launched across state

The new initiative offers monthly financial support to encourage education & combat child marriage

DIPHU/GUWAHATI, Aug 8: In keeping with the rest of the state, educational institutions in Karbi Anglong joined in the live telecast of chief minister Himanta Biswa Sarma’s press conference, where he launched the Mukhya Mantri Nijut Moina (MMNM) Scheme 2024. The event was held on Thursday at the Sarsing Teron (Langkung Habe) Memorial Town Hall.

The chief minister outlined the objectives and significance of the scheme, emphasising its role in supporting the education of girls. In Karbi Anglong, 33 Higher Secondary institutions, including colleges, venture colleges, and BEd colleges, participated in the live telecast.

Girl students from various institutions, along with distinguished guests from the district, attended the event.

Chief executive member (CEM) of Karbi Anglong Autonomous Council (KAAC), Tuliram Ronghang, and MLA Bidyasing Engleng addressed the gathering, discussing the objectives and guidelines of the Mukhya Mantri Nijut Moina (MMNM) scheme. The CEM and Engleng distributed scheme forms to girl students during an event organised by Diphu Government College.

District commissioner Nirola Phangchopi, ACS, attended the ceremony at Rengbohom Higher Secondary School as a guest, representing the district in the absence of guardian minister Jogen Mohan. She participated in the launch and distributed forms to the students.

Additionally, MLA Engleng attended the event at Diphu Girls College, while Dr Numal Mumin, Deputy Speaker of the Assam Legislative Assembly, participated at Eastern Karbi Anglong College and Bokajan College.

MLA Dorsing Ronghang attended the event at Thong Nokbe College and Howraghat College. The launch of the Mukhya Mantri Nijut Moina (MMNM) scheme was marked by the presence of eminent personalities. The forms for the scheme were distributed, and the live telecast of the chief minister’s address was viewed by all attendees. Students are required to submit their forms by the end of August. Eligible girl students will receive financial assistance directly into their savings accounts starting from October or November, covering ten months of the academic year for the first year of higher secondary, bachelor’s degree, and post graduation. The scheme guidelines specify that married students and those enrolled in private colleges are not eligible. Additionally, students who have received a scooty under the Dr Bani Kanta Kakati Merit Award Scheme are not eligible to apply.

There are 3,425 girl students across the 33 educational institutions in Karbi Anglong, according to a District Information & Public Relations (DIPR) press statement.

In a similar fashion, Dima Hasao Autonomous Council chief executive member, Debolal Gorlosa, along with state minister for Power and Cooperation, Nandita Gorlosa, in the presence of district commissioner Simanta Kumar Das and DHAC executive member Rupali Langthasa, launched the Mukhya Mantri Nijut Moina (MMNM) scheme, 2024.

CEM Debolal Gorlosa, in his speech, said, “This initiative by the state government aims at promoting higher education among young girls and preventing child marriage. Monthly financial grants amounting to Rs 1000 under the Nijut Moina scheme will be given to girl students.” He advised all students to carefully fill out the forms without any errors to ensure they benefit from the scheme without any issues.

Explaining the procedure for applying to MMNM, state minister Nandita Gorlosa said that under the Nijut Moina Scheme 2024, financial assistance is provided monthly to encourage girls to continue their studies without facing financial burdens. This scheme is also intended to combat child marriage.

The program began with a welcome speech by Dima Hasao district commissioner, Simanta Kumar Das, ACS. Others present included the principal of Haflong Government College, Dr Sarbojit Thaosen, and former principal Madhumita Daulagupu. The event was attended by students and teaching faculty, mostly from Haflong Government College.

The launching program was held at various schools and colleges in Dima Hasao, in addition to the central program at the Haflong Government College Auditorium.

Likewise, Silchar MLA Dipayan Chakraborty launched the Mukhya Mantri Nijut Moina scheme at GC College on Thursday. The initiative, part of the state government’s extensive educational reforms, aims to provide essential financial support to female students across the state.

Addressing the gathering, MLA Chakraborty underscored the significance of the scheme, remarking, “The Nijut Moina scheme is a beacon of hope for our girls, ensuring they can pursue their dreams without the hindrance of financial obstacles. Under the leadership of chief minister Himanta Biswa Sarma, we are committed to empowering the future of Assam by investing in our girl students.” He further emphasised that the scheme is not just an initiative but a transformative force for the future, poised to benefit young girls statewide. “Education is the foundation upon which our society is built, and when we empower our girls, we empower entire communities,” he added.

Cachar district commissioner Rohan Kumar Jha, who also spoke at the event, highlighted the transformative potential of the scheme. “This is more than just financial aid; it’s an investment in the future of Assam. By empowering our girls, we are laying the foundation for a brighter, more prosperous state,” stated DC Jha.

Mukhya Mantri Nijut Moina scheme launched across state

Earlier, Dr Bibhas Kumar Deb, principal of G.C. College, welcomed the dignitaries and praised the government’s forward-thinking approach. “The Nijut Moina scheme will play a pivotal role in our mission to ensure that no girl is left behind due to financial constraints,” he stated.

Notably, the scheme was simultaneously launched across 33 educational institutions in Cachar, including Nehru College, Som Durganagar Naya Ram Higher Secondary School, Barajatrapur West Silchar College, and Kalain SR College, with local MLAs leading the inaugurations.

Introduced by chief minister Himanta Biswa Sarma on June 12, 2024, the scheme provides financial grants ranging from Rs 1,000 to Rs 2,500 per month. The first instalment is scheduled for release on October 1, 2024. With a budget of Rs 240 crore, the scheme is set to benefit thousands of girl students across Assam, encouraging them to remain in school and combating societal issues like child marriage.

The event concluded on a hopeful note, with students and faculty expressing their excitement and gratitude for the opportunities the Nijut Moina Scheme promises to bring.

Sushanta Borgohain, MLA of Demow constituency, took part in the Mukhya Mantri Nijut Moina (MMNM) scheme’s launch program at Lachit Borphukan College in Demow constituency. MLA Sushanta Borgohain shared on his X handle, “HCM Dr.@himantabiswa sir virtually inaugurated the Nijut Moina Scheme today to advance girls’ education and combat child marriage. From Bir Lachit Borphukan College, Demow, I initiated the distribution of forms to Students. This Scheme is set to support 10 lakh girls over the next three years.”

Our Margherita correspondent adds: A development initiative envisioned by chief minister Himanta Biswa Sarma and the Education Department to curb social evils like child marriage, the Mukhya Mantri Nijut Moina (MMNM) scheme was formally launched by CM Sarma on Thursday at Lok Seva Bhawan in Guwahati. Margherita MLA Bhaskar Sharma distributed forms to more than 500 girl students of Margherita College during the launch event in Margherita.

Bhaskar Sharma stated that this scheme will cover female students from class 11 to post-graduation, significantly benefiting students in terms of academic and social upliftment.

Additionally, at Margherita Public Higher Secondary School, Ledo College, Ledo Junior College, and Tirap High School, the Mukhya Mantri Nijut Moina (MMNM) scheme forms were distributed by the respective school management.

The scheme, Nijut Moina, which will cover around 10 lakh beneficiaries, has been approved by the cabinet with a budget allocation of Rs 1,500 crore.

Notably, this monthly financial assistance scheme is aimed at girl students from the higher secondary to post graduation level in government and government-aided colleges.

Girl students enrolled in higher secondary, degree first year, and PG first year of government and venture schools, colleges, and universities, irrespective of their economic status, are eligible for this scheme.

The admission incentive will be provided to female students as per the following schedule: For students enrolled in class 11, Rs 1,000 per month will be provided over a period of 10 months, totaling Rs 10,000; for students enrolled in graduation first year (BA/BSc/BCom): Rs 1,250 per month will be provided over a period of 10 months, totaling Rs 12,500; for students enrolled in post graduation first year (BEd/MA/MSc/MCom): Rs. 2,500 per month will be provided for a period of 10 months, totaling Rs 25,000 (by merging the Mobility grant under the Pragyan Bharati scheme with the Nijut Moina scheme).

However, for the current academic session, benefits can be availed for nine months.

From the second year onwards, no application needs to be submitted. A certificate from the head of the institution, certifying her continuity in the institution, will be sufficient for availing of benefits.

This scheme will encourage students to pursue higher education and will complement the ongoing ‘Free Admission’ scheme of the government.

It is to be mentioned that under the scheme, daughters of Assam government MLAs, MPs, and ministers will not be eligible for the benefits.

Our Biswanath Chariali correspondent adds: The inaugural session of the Mukhya Mantri Nijut Moina (MMNM) scheme was held at Biswanath College on Thursday, along with the rest of the state. Biswanath MLA Pramod Borthakur and Dr Neha Yadav (IAS), commissioner of Biswanath district, ceremonially distributed forms to HS first year and UG first semester students (girls) under the Mukhya Mantri Nijut Moina (MMNM) scheme. This event took place in the presence of faculty members, as informed by Dr Chinta Mani Sharma, principal of the college. The Mukhya Mantri Nijut Moina (MMNM) scheme is designed to reduce early marriage and support girls in their educational journey by alleviating the financial burden on their parents. By providing this crucial support, the scheme aims to ensure that girls can continue their studies efficiently and without financial obstacles.
