GUWAHATI, March 26: The Government of Assam has signed a Memorandum of Understanding (MoU) with BillMart to implement the Earned Salary Advance (ESA) and Salary-Linked Credit (SLC) scheme for state government employees.
The initiative aims to provide nearly five lakh government employees with timely access to formal credit through a secure digital platform, enabling them to meet short-term financial needs while reducing dependence on informal borrowing.
The MoU was signed on March 15 in the presence of senior officials, including Environment and Forest Minister Chandra Mohan Patowary, Chief Secretary Ravi Kota, and Commissioner and Secretaries of the Finance Department Jayant Narlikar and Virendra Mittal.
The scheme has been introduced in line with the vision of chief minister Himanta Biswa Sarma to strengthen employee welfare through digital financial solutions and improved access to responsible credit.
According to officials, the facility is being delivered through FinAssam, the state’s digital financial platform, enabling fast, paperless and transparent access to credit for government employees.
Soon after its launch, the scheme witnessed encouraging response.
In a social media post, the Chief Minister stated that within the first 12 hours, around 120 beneficiaries had availed the facility, with nearly ₹90 lakh in credit facilitated.
Under the programme, eligible employees can access a portion of their earned salary before payday through ESA, while the SLC component allows them to avail structured loans with simplified approval processes and repayment linked to payroll systems.
BillMart, along with its financing partner FYNX Capital, will facilitate the financial services under the initiative.

Officials said the launch of the ESA and SLC scheme marks a significant step towards modernising employee financial services and expanding access to formal credit across Assam.
