GUWAHATI, Aug 25: Chief minister Himanta Biswa Sarma on Thursday chaired a meeting with senior office-bearers and advisers of All Assam Karmachari Parishad regarding various issues related to welfare of government employees.

The main agenda of the interaction was the intricacies related to the upcoming revamped employees’ medical reimbursement scheme.
The proposed new system aims to make the medical reimbursement process more streamlined and less time-consuming, the chief minister said.
He further added that proposals are in place to provide health benefits to Assam government employees in line with those available to the employees of the Central government under the Central Government Health Scheme (CGHS).
The chief minister also appealed to the representatives of the All Assam Karmachari Parishad to help the government in bringing an efficient reimbursement system through their feedback on the proposed changes.
In the proposed changes, care has been taken to ensure the current system of approvals from multiple authorities for the final payment of medical bills does not arise, the chief minister added.
The chief minister on Thursday also instructed the principal secretary of the Finance Department to implement the order for a 3 percent annual increment in salaries of employees on muster-roll/work-charged/fixed-pay system rendering services in various departments of the government.
Further, the Karmachari Parishad had requested the chief minister to do away with the system of “retention” with respect to employees who were regularized in the year 2005 through creation of “personal post” but were initially recruited as muster-roll/work-charged/fixed-pay employees.
Partially assenting to the demand, the chief minister issued instructions to the Finance Department to validate a “retention” order for 5 years, instead of the current practice of having to issue “retention” orders every year against each employee.
