DIPHU, March 23: Keeping in view with the ongoing budget session in Parliament, the Karbi Anglong Dima Hasao Autonomous State Demand Committee (KADHASDCOM) and its allies held a sit-in-demonstration at Jantar Mantar, New Delhi on Thursday demanding implementation of Article 244 (A) of the Indian Constitution for granting of Autonomous State comprising the three hill districts of Assam i.e., Karbi Anglong, West Karbi Anglong and Dima Hasao.
More than 400 delegates from the three hill districts participated in the two-hour demonstration from 11 am.
The participating organisations include Karbi Students Association (KSA – Thengsing); Dimasa Students Union; Karbi Riso Adorbar; Karbi So-arlo Amei (KARSA), Karbi Unemployed Youth Association; Karbi Adorbar; Jadikhe Neisho Hasom; Tiwa Dorbar and Karbi Anglong Rong Asar Amei.
The KADHASDCOM and its allies have been holding sit-in demonstrations during sessions in Parliament to raise their voice before the Central government on the demand of the people of the hill districts of Assam.
Participating in the demonstration, the MP from 3 Autonomous District (ST) Parliamentary Constituency, Horensing Bey said he would place a private member bill during this budget session for discussion of Article 244 (A) of the Indian Constitution.
Bey said, “Earlier today I met Minister of State, Ministry of Home Affairs, Nityanand Rai and apprised him that I have a private member bill to be placed in Parliament. If the private member bill is discussed in Parliament it will be a step ahead for Autonomous State demand.”
Bey said there are some organisations without actually knowing the struggle are making fun of the KANCHASDCOM and the delegation. They should not criticise those who are really committed to the cause of Autonomous State. He urged the KADHASDCOM and its allies not to get tired, but continue with the struggle until the demand for an autonomous state is fulfilled.
The president of KANCHASDCOM, Ajit Timung said Article 244 (A) was inserted in the 22nd constitutional amendment in 1971. For the last 32 years, the people of the three hill districts have been demanding an autonomous state.
Timung also mentioned that so far the KANCHASCOM, KSA and DSU have held two rounds of initial talks with the Central government and two rounds of secretariat-level talks on April 23, 2001, and September 24, 2002.
KANCHASDCOM president also mentioned the Assam reorganisation (Karbi Dimanchal) bill, 2016 being placed by former MP Birensing Engti, which was not passed. He demanded that Parliament should pass for implementation of Article 244 (A) of the constitution.
Later, the delegation submitted a memorandum to President Droupadi Murmu; Prime Minister Narendra Modi and Union home minister Amit Shah.
