ITANAGAR, Oct 9: The Transport Department of Arunachal Pradesh conducted a one-day training workshop on e-Challan, iRAD/e-DAR, and the introduction of 58 faceless services for District Transport Officers, Motor Vehicle Inspectors, and Traffic Police Officers here on Thursday.
The initiative aims to accelerate digitisation, enhance citizen convenience, and strengthen road safety across the State.
iRAD enables accurate, real-time crash data collection, while e-DAR facilitates faster claims through digital case files.
The e-Challan system, designed to enforce traffic rules transparently, supports fair and efficient traffic management.
Commissioner of Transport, Saugat Biswas, in his inaugural address, outlined immediate priorities focusing on citizen outcomes.
He stressed active and consistent e-challaning to deter traffic violations, strict compliance with rules to reduce crashes, and a clear goal of achieving zero fatalities.
He further emphasised timely inspections with full adherence to regulations, the constitution of district-level committees for the Hit-and-Run Compensation Scheme, and activation of all Aadhaar-authenticated online services across Arunachal Pradesh.
Biswas underlined the importance of close coordination between Police and Transport authorities to ensure effective implementation.
He also highlighted the need for regular workshops, exposure visits to high-performing states, and targeted regulation of traffic violations, including helmets, seatbelts, vehicle fitness, permits, and overloading.
Technical demonstrations during the workshop were led by NIC scientists P K Thongon (Director, NIC), Bimal Borah (Senior Scientist, NIC), and Rajen Gupta (State Rollout Manager, e-DAR, NIC).
They provided hands-on training on iRAD/e-DAR, faceless registration services, and the e-Challan application.
Hardware support was provided by the State Bank of India through Pine Labs.
Participants also undertook practical field drills at three different locations to gain real-world experience.
All participants, nominated by District Police units across Arunachal Pradesh, will now serve as Master Trainers and will be responsible for training field functionaries of the respective departments in their districts.
Rajesh Kumar, Secretary Transport, urged participants to strengthen the transport sector by ensuring close inter-departmental coordination through regular district-level meetings, involving Deputy Commissioners, Superintendents of Police, Health authorities, and road construction agencies.
The workshop began with a welcome address by Mining, Director of Transport, followed by remarks from Secretary Transport, Rajesh Kumar, who stressed the significance of adopting digital tools for transparent and efficient governance.
Over a hundred participants attended the training, including representatives from the State Bank of India and the National Informatics Centre (NIC).
The initiative marks a significant step towards modernizing the transport sector in Arunachal Pradesh, ensuring safer roads, efficient service delivery, and enhanced citizen convenience through digital governance.
