ITANAGAR, July 7: The Public Works Department (PWD) Vigilance & Training Wing, in collaboration with the Indian Buildings Congress (IBC), Arunachal Pradesh Centre, is set to organise a two-day state-level training, refresher, and capacity building programme for engineers working in the PWD and other departments.
The event, scheduled for July 24 and 25, 2025, will be held at the Golden Jubilee Banquet Hall in Itanagar.
According to an official statement, the event will be inaugurated by Chief Minister Pema Khandu, who will grace the opening ceremony on July 24 as Chief Guest.
The valedictory session on July 25 will be attended by Chief Secretary Manish Kumar Gupta as Chief Guest.
Addressing a press briefing, Dr Toli Bassar, IBC State President, stated that the programme aims to strengthen the technical and practical knowledge of engineers through expert-led sessions and interactive discussions.
“This initiative will serve not only as a capacity-building platform but also as a much-needed refresher course where engineers can gain insights from eminent professionals from both the state and across the country,” he said.
The programme is expected to see participation from over 400 engineers, ranging from Chief Engineers to Junior Engineers.
Sessions will be conducted by highly experienced speakers and resource persons, covering key aspects of infrastructure and civil engineering.
The first technical session will focus on hill road construction, led by Dr S K Nirmal, Director General (RD) and Special Secretary, MoRTH (Retd).
The second session on building engineering will be delivered by Dr K M Soni, Additional Director General, CPWD (Retd).
The third session will cover dispute resolution mechanisms, specifically the Dispute Review Board (DRB) and arbitration procedures, with case studies presented by Er Subash Chandra, RO, MoRTH, Arunachal Pradesh.
The fourth session will focus on bridge engineering, to be delivered by Dr Atop Lego, Chief Engineer, PWD (Retd), while the fifth session will deal with retrofitting, field challenges, specifications, and quality control in building projects in the Northeast region, presented by Er Ranjit Kumar Majumdar, IAS, and former Director, Urban Development (Retd.).
IBC Honorary Secretary Nabam Takar informed that preparations for the programme are well underway, with several leading engineers and experts from across the country scheduled to participate.
“This is a rare opportunity for engineers in the state to learn from decades of experience shared by the speakers. We have also requested Chief Engineers and Superintending Engineers from other departments to encourage participation among their staff,” he said.
Takar also mentioned that a meeting with chief secretary Manish Kumar Gupta was held to apprise him of the event’s significance and to ensure maximum participation.
The organisers expressed confidence that the programme would contribute meaningfully to enhancing the professional capacity of engineers and improve the overall quality of public infrastructure development in Arunachal Pradesh.
