MoU to help in holistic growth of state: Himanta

GUWAHATI, Nov 14: In an attempt to bring about transformative changes in health, education, women and child development, the state government signed an MoU with Indian Institute of Management, Bangalore christened Assam Chief Minister’s Young Professional Programme 2023-25 in presence of chief minister Himanta Biswa Sarma in Janata Bhawan here on Monday.
It may be noted that principal secretary to the chief minister Samir Kumar Sinha signed the MoU on behalf of the Government of Assam and director IIM Bangalore Prof Rishikesha T Krishnan signed the understanding on behalf of IIM Bangalore to develop a cadre of committed and competent leaders and facilitators to support government administration.
The Chief Minister’s Young Professional Programme (CMYPP) is also aimed at providing short term catalytic support to district administrations to improve programme delivery in the identified sectors like health, education, women and child development.
Speaking on the occasion, Sarma termed the day very significant in the annals of the administrative history of Assam.
He said that the MoU would hold immense potential for holistic growth of the state as for the first time such an innovative support system has been conceived of to support the district administration to improve programme delivery in the identified sectors.
He also said, “Our Government is working to build a strong eco-system in terms of governance and administration. In order to leverage steady growth of the state, we are eyeing at building a resilient administration beginning right at the district level.”
It may be noted that a total of 75 professionals will form the Chief Minister’s Young Professional Programme (CMYPP) cohort.
Two professionals will be assigned to each of the 35 districts.
Five professionals at the state headquarters, one each with the department of Health, Education and Women and Child Development, one for the NHM and one for the Samagra Shiksha Abhiyan.
A competitive entrance process will be followed in identifying this cohort. The eligibility for CMYPP entrance will be a Master’s degree in social science, social work, public policy, public health, public administration, law, economics or management.
Entrance exam will be conducted by IIM Bangalore which will be a combination of aptitude, group discussion and interviews.
CMYPP is designed to support DCs in implementing priority sectors like NHM, RMSA, SSA, POSHAN 2.0 and other flagship programmes. The cohort will support district administration in implementing government policies for the welfare of the people. After completion of two years CMYPP will issue certificates in public policy and management by IIM Bangalore.
Chief secretary Paban Borthakur and a host of other senior government officers were present on the occasion.
