DIPHU, December 22: The district administrations of Karbi Anglong and West Karbi Anglong have imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, citing apprehension of disturbance to public peace, tranquility and harmony in view of the prevailing situation.
In Karbi Anglong district, District Magistrate Nirola Phangchopi, ACS, promulgated the prohibitory order across the entire district with immediate effect.
The order prohibits obstruction, picketing, rallies, mashal processions, public meetings, dharnas and assemblies of five or more persons without prior permission.
Carrying of firearms and explosive substances, use of firecrackers in public places, inflammatory or communal speeches, banners, posters, wall writings and use of loudspeakers without permission have also been banned.
Movement of individuals, groups and private vehicles has been restricted during night hours from 5 pm to 6 am.
However, the order exempts police, paramilitary and military personnel, officials engaged in essential services, persons with medical emergencies, and allows examinations and functioning of courts and offices to continue as usual.
The order was issued ex-parte and will remain in force until further orders, with violations attracting action under relevant provisions of law.
Similarly, in West Karbi Anglong district, District Magistrate Saranga Pani Sharma, ACS, imposed a prohibitory order within the jurisdiction of all police stations in the district.
The order bans all processions, rallies, public marches, demonstrations and assemblies of five or more persons, including picketing or holding meetings at public places.
It also imposes a complete ban on making or circulating provocative statements, speeches or communications, whether verbal, written, printed or through electronic or social media, that may disturb public peace or promote enmity.
The order has been passed ex-parte due to urgency and will remain effective until withdrawn or modified, with violations inviting punitive action under Section 223 of BNSS, 2023 .
Both district administrations have directed law enforcement agencies and concerned authorities to ensure strict enforcement of the prohibitory measures to prevent any breach of peace and maintain public order.
