DHUBRI, March 2: Allegations of nepotism and financial irregularities have surfaced in connection with the MGNREGA Action Plan for the financial year 2025–26 in Kajaikata Gaon Panchayat under Athani Development Block of Dhubri district.
In a joint move, the Dhubri district units of Krishak Mukti Sangram Samiti (KMSS) and Students’ Mukti Sangram Samiti (SMSS) submitted a memorandum to the Dhubri District Commissioner on Monday, seeking immediate intervention and a high-level inquiry into the matter.
According to the memorandum, the action plan for 2025–26 was allegedly prepared without convening a mandatory Gram Sabha, bypassing the democratic process required under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
Locals have alleged that the document was drafted by a select few individuals instead of being approved through a village assembly.
Specific allegations have been levelled against Atawar Hussain, husband of Kajaikata Gaon Panchayat President Mansura Khatun, and Joynal Abedin, President of the Panchayat.
The organisations claimed that the action plan was prepared “according to their own wishes,” allegedly prioritising personal interests over the developmental needs of rural workers.
The KMSS and SMSS have also raised concerns about alleged irregularities in Shagunmari Gaon Panchayat under the same Athani Development Block.
They have demanded a comprehensive probe into the legitimacy of the 2025–26 MGNREGA action plans, including possible embezzlement of funds and execution of “ghost” projects.
Warning of agitation, the organisations stated that if a transparent investigation is not initiated and those found guilty are not held accountable, they will launch a “strong democratic movement” across the district.
“MGNREGA is meant to be a lifeline for the poor, not a personal fund for panchayat representatives and their families,” a KMSS spokesperson said, adding that they would not remain silent if villagers’ rights were compromised.
Officials at the Dhubri District Commissioner’s office confirmed receipt of the memorandum.
However, no formal announcement regarding the initiation of an inquiry had been made at the time of filing this report.
