DIPHU, Sept 30: Karbi Anglong Autonomous Council (KAAC) held a supplementary budget session for payment of outstanding liabilities under the works department, celebration of Karbi Anglong Day to commemorate the formation of erstwhile United Mikir & North Cachar Hills district, now Karbi Anglong district and for administration of justice of village courts and for payment of liabilities under primary education department, PWD and works department of KAAC.
Chief executive member (CEM), KAAC, Tuliram Ronghang placing the supplementary budget under various heads of accounts said the original grant of budgetary allocation for administration of justices under head of account for setting up of village courts as per the Mikir Hills Autonomous District (Administration of Justice) Rules 1954, was Rs 167 lakh, but an additional amount of Rs 335.20 lakh is required to meet the expenses.
The CEM also informed the chairman, KAAC, Raju Tisso, who chaired the session that an additional amount of Rs 1,000 lakh against the original grant of Rs 2,636 lakh for the Education department is required. He also sought an additional amount of Rs 36,80,00,000 against the original grant of Rs 36,80,00,000 for the Works department needed to meet up the shortage of funds for payment of completed schemes.
The CEM also placed a demand for an additional amount of Rs 500 lakh against the budgetary allocation of Rs 35 lakh under the head of the account of printing & stationery for the celebration of Karbi Anglong Day.
He also sought an additional amount of Rs 3,00,00,000 against the original grant of Rs 3,00,00,000 under Public Works for the execution of new schemes.
The members in the House also took a resolution on the approval of the final draft of ‘A guide book of Karbi costmary jurisprudence’.
The House also adopted a resolution regarding the constitution of the Committee on Public Accounts (CPA). The CPA will be headed by Member of Autonomous Council (MAC), Kache Rongpipi. Headsing Rongphar, Avijit Kro, Kadom Terangpi and Johnny Timung will be the members of the CPA.
Informing the House, the CEM said the KAAC under inherent subjects has taken up various works and to clear the outstanding liabilities to contractors the supplementary budget was required.
He also said the erstwhile United Mikir & North Cachar Hills district was formed on November 17, 1951. The KAAC Foundation Day is celebrated, but not the district formation day. The KAAC is going to celebrate Karbi Anglong Day to commemorate the formation of the district on November 17 and for this a budget of Rs 500 lakh has been made.
