OIL conducts tier-III off-site disaster mock drill

DIBRUGARH, April 1:  As a part of assessing the preparedness of emergency response to tackle any disaster, Oil India Limited at its Field Headquarters, Duliajan conducted a Tier –III Off-site Disaster Mock Drill at around 10.00 am on March 29 at CGGS-Madhuban located near Duliajan town in Dibrugarh District, Assam, which also included other installations i.e. Secondary Tank Farm-Madhuban, Intermediate Tank Farm-Tengakhat, Pump Station -1 and Pump Station -2 due to close proximity and connectivity.

The Drill was successfully conducted by joint efforts of various departments of OIL, Dibrugarh District Administration, National Disaster Response Force (NDRF), Central Industrial Security Force (CISF), Duliajan

Police Station, Mutual Aid partners like IOCL, BCPL, HOEC, AGCL, ONGC, APL, DNPL, etc.

The scenario for the drill was leakage of Condensate in Tank -1001 followed by rupture of the same tank and rupture of field incoming Rich Gas-II line filter separator.

Subsequently, a massive fire took place in the Tank-1001. Immediately plant employees got involved in the

Isolation of Tank-1001 and Rich Gas-II line filter separator as per the Isolation Plan.

Firefighting also started immediately. Some employees suffered injuries during the process also.

The Security, Fire and Medical Agencies were put on highest alert and emergency response procedures were activated immediately.

The Fire Services of OIL and Mutual-Aid Partners successfully tackled the disaster.

Rescue & relief operations were jointly carried out by NDRF, CISF & OIL Medical Teams.

Eshanul Sofi, Assistant Deputy Controller, Civil Defense, Duliajan on behalf of District Commissioner played the role of the Chief Incident Controller whereas.

Anita Dam, Resident Chief Executive (Officiating) led the team on behalf of OIL. The drill ended with a formal de-briefing session where the observations and areas of improvement for such mock drills were discussed.

The overall participation and response by the concerned stakeholders were found to be encouraging towards developing confidence to face real time emergencies.
