GUWAHATI, July 23: The Assam Cabinet, under the chairmanship of Chief Minister Himanta Biswa Sarma, convened its meeting at the Chief Minister’s Secretariat in Dibrugarh on Wednesday and approved a series of important decisions aimed at improving police infrastructure, creating administrative efficiencies, expanding employment opportunities, and enhancing urban amenities.
According to an official statement issued following the meeting, the Cabinet sanctioned an amount of ₹150 crore under the Mission for Overall Improvement of Thanas for Responsive Image (MOITRI) scheme.
In the first phase of this flagship initiative, 73 police stations have been completed, while in the second phase, construction work was undertaken for 46 police stations.
Of these, 31 police stations along with one cyber police station have been completed and construction for the remaining is underway.
It was noted that police infrastructure worth ₹1,500 crore has been built under the government’s watch—an achievement the Cabinet termed as unprecedented in the state’s history.
To improve administrative efficiency and police service delivery in newly created administrative units, the Cabinet also approved the upgradation and redesignation of existing sanctioned posts within Assam Police by creating ten additional posts of Co-District Superintendent of Police (CDSP).
These new positions will support the smooth functioning of law enforcement in the ten newly notified Co-Districts, which have been identified by the General Administration Department.
The new administrative units are expected to become operational by August 15, 2025, and their formal inauguration is scheduled for August 12.
Ministers have been assigned to preside over these inaugural ceremonies, including Jayanta Malla Baruah in Boko, Chandra Mohan Patowary in Palashbari, Pijush Hazarika in Rangapara, Ashok Singhal in Borsola, Ajanta Neog in Mariani, Atul Bora in Teok, Bimal Bora in Makum, Rupesh Gowala in Digboi, Krishnendu Paul in Dholai, and Ranjeet Kumar Dass in Dudhnoi.
In a bid to facilitate overseas employment and address underemployment among the youth of the state, the Cabinet gave its nod to the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT).
The programme aims to impart structured foreign language training and facilitate overseas placements under international visa programmes such as Japan’s Specified Skilled Worker (SSW) programme.
In its pilot phase during the current financial year, the scheme will be implemented through three selected agencies—ASEAN ONE Co Ltd, Jaceex Ventures LLP, and Meiko Career Partners Co Ltd—that will provide Japanese language training up to JLPT N2 level and support placement of trained individuals in global job markets.
The initiative is expected to open up new employment avenues for Assamese youth and integrate them into the international workforce.
The Cabinet also approved a new initiative to enhance basic infrastructure in residential apartment complexes through the combined funding of MLALADS and United Fund.
The scheme, aimed at collective infrastructure development of apartment buildings, will be open to societies meeting certain criteria including a minimum of 16 apartments in a building, registration under the Societies Registration Act, and at least 80 percent occupancy.
The approved works under the scheme include repair of internal roads, drainage installation, uninterrupted water supply, improved power connections, and development of community amenities like parks and halls, along with installation of security and disaster management systems as per the recommendations of the District Disaster Management Authority (DDMA).
Additionally, the Cabinet approved the formation of a Section 8 company titled “Assam Innovation and Startup Foundation” under the Department of Innovation, Incubation and Startups (DIIS).
This non-profit entity will serve as a nodal agency to foster innovation and support startup-related activities across the state.
The Foundation is expected to play a pivotal role in strengthening Assam’s entrepreneurial ecosystem by supporting new ventures and promoting technological advancement.
The Cabinet meeting, held outside Guwahati as part of the state government’s initiative to decentralise governance, concluded with renewed focus on administrative decentralisation, youth empowerment, police reform and urban development.
