DIPHU, July 6: A two-day workshop on the Sixth Schedule of the Constitution of India was conducted for BJP party workers at various levels, leaders of different Morchas under the BJP, elected members of the Karbi Anglong Autonomous Council (KAAC) here on Saturday at Sarsing Teron (Langkung Habe) memorial town hall.
Executive Members (EMs) and members of the Autonomous Council (MACs), alongside social media handlers and intellectuals, were also present.
The workshop aimed to educate participants about the history of the Sixth Schedule, its powers and functions within the jurisdiction of KAAC, its limitations, and the exercise of Karbi customary laws.
The workshop, titled Level I, also featured participation from the chairman and deputy chairman of KAAC, MLAs, former EMs, and MACs. Level II workshops will subsequently be conducted at the Mandal levels of the party, with Level I and II participants acting as resource persons to disseminate knowledge at the grassroots.
On the first day, three sessions were held where Elwin Teron, a former EM of KAAC and noted writer, elaborated on the history, powers, and functions of the Sixth Schedule, the role of the Governor in Sixth Schedule districts, limitations, land rights, and the relationship between the Governor and the Autonomous Council.
The second day saw Dr Dharamsing Teron, former chairman of KAAC and MLA, discuss Karbi customary laws and practices. The concluding session was led by chief executive member (CEM) Tuliram Ronghang, highlighting KAAC’s achievements over the past eight years.
Roland Killing, president of BJP East Karbi Anglong, emphasised the workshop’s importance for district-level workers, Morcha leaders, elected KAAC members, intellectuals, and advocates.
He announced plans for Level I and II workshops at Mandal levels, aiming to empower participants as Resource Persons for village-level outreach.
“The workshop has been organised for party workers of district level, leaders of various morchas, elected members of KAAC, intellectuals and advocates. This is level – I and level – II workshop will be conducted at mandal level. The participants in level – I and level – II workshops will act as resource persons so that can explain to the masses when they go to the villages,” he added.
Ronghang further informed the media that the workshop aimed to deepen understanding of the Sixth Schedule, its powers, functions, and limitations, particularly post the state reorganisation in 1969 when Meghalaya gained statehood.
Discussions also covered the transfer of legislative and executive powers to KAAC following MoUs signed with armed organisations in 1995, 2011, and 2021.
The CEM clarified that workshops are open to all and announced upcoming sessions at Legislative Assembly levels in Diphu, Bokajan, Howraghat, Rongkhang, and Amri after August 15.
EM D Uphing Maslai moderated the workshop, which concluded with a valedictory function attended by Ronghang, chairman Raju Tisso, MP Amarsing Tisso, MLA Bidyasing Engleng, and Darsing Ronghang.
