N’land dy CM calls for transformation in working system of depts

DIMAPUR, Sept 19: Nagaland deputy chief minister and minister-in-charge of planning and transformation department TR Zeliang on Thursday called for transformation in the working system of various state government departments for the development of the state.

He sought the cooperation and active participation of all the departments for the same.

Addressing the review meeting of developmental activities with all administrative heads of departments and heads of departments at the secretariat conference hall in Kohima, Zeliang directed all departments to strictly comply with the timeline in the calendar of action for developmental activities 2024-25 issued by the planning and transformation department.

He reminded the departments yet to submit their proposals for all developmental activities funded under the state plan, including negotiated loans from various financial institutions, to submit them immediately.

“The practice of according planning clearance on the condition ‘subject to approval of’ or ‘ex-post facto approval’ will no longer be entertained,” he added.

Zeliang also stressed the need for timely submission of departmental programmes to be taken up in the following financial year so that the planning department gets sufficient time to go through the proposals and make the sectoral outlay to maximize the output of any programmes.

For programmes and schemes under the agri and allied sector, he impressed upon the implementing departments to pursue sanction of their programmes during December-January so that the works can be executed starting April, which is the right time for agri and allied-related works.

He said for infrastructural and other developmental activities, sanctions should be accorded by June-July so that tendering and other formalities can be completed by August-September and work can be in full swing by October-November, which is the right working period.

Zeliang also noted there have been delays in the submission of required information by various departments, with some submissions arriving significantly past the deadline despite repeated reminders. He asked all the departments to streamline their data management system so that queries and information sought at any time can be replied in a matter of minutes.
