Tripura: Action against DySP ordered for assaulting doctor

AGARTALA, Nov 17: The Tripura Human Rights Commission (THRC) has ordered deputy superintendent of police (DySP) of Tripura Police, Prasun Kanti Tripura to pay Rs. 25,000 as compensation and recommended that the state’s chief secretary and director general of police (DGP) initiate departmental proceedings against him for his involvement in a brutal assault incident earlier this year.

The directive was issued in response to a complaint by Binoy Debnath of Abhoynagar, Agartala, who accused Prasun Kanti Tripura, the then Sub-Divisional Police Officer (SDPO) of Amtali, of leading a violent attack on his son, Dr Kaushik Debnath, on the night of January 25.

According to the complaint, the incident occurred around 10:15 PM when Dr. Kaushik and his father were heading to collect food they had ordered online. On their way, they heard screams nearby and stopped to investigate.

While they were at the scene, a girl reportedly grabbed Dr. Kaushik’s phone and pushed him to the ground. When the father and son tried to retrieve the phone and assist Kaushik, they were confronted by Prasun Kanti Tripura, his son, daughter, and a group of 15 to 20 others, who brutally assaulted them. The complainant alleged that the DySP also used abusive language during the attack.

An investigation conducted by the THRC, which included testimonies from eight individuals, including West District Superintendent of Police Kiran Kumar, revealed misconduct by Prasun Kanti Tripura. The commission found that he had provided a fabricated version of the incident to justify his actions.

“Prasun Kanti Tripura, in his capacity as a senior officer, misused his official position and acted with highhandedness. His participation in an unlawful assembly and involvement in the assault are clear violations of his duties as a government servant,” stated the commission’s report.

The THRC noted that the DySP’s actions were inappropriate for a police officer tasked with maintaining law and order and warned of the negative impact such behavior could have on society.

The commission further observed that the attack stemmed from a minor misunderstanding, resulting in Dr. Kaushik suffering serious injuries.

As a result, the commission ordered the state’s Home Department to pay Rs. 25,000 as compensation to Dr. Kaushik, with the amount to be recovered from Prasun Kanti Tripura’s salary. It also recommended disciplinary proceedings against him for unauthorizedly leaving his station, participating in an unlawful assembly, and causing grievous injuries.

The commission has directed that its recommendations be forwarded to the chief secretary and DGP for appropriate action within one month.
