KOKRAJHAR, Feb 11: A one-day special assembly session of the Bodoland Territorial Council Legislative Assembly (BTCLA) concluded on Wednesday at the BTC Legislative Assembly House, Bodofa Nwgwr in Kokrajhar.
Tridip Daimary, Speaker of the BTCLA, chaired the session, which saw detailed discussions on various subjects and agendas focused on the welfare and development of the Bodoland region. BTC Chief Executive Member Hagrama Mohilary, Deputy CEM Rihan Daimary, former CEM and MCLA Pramod Boro, along with other MCLAs from both the ruling and opposition benches, participated in the session.

During the session, the house passed two crucial bills: “The Bodoland Territorial Council Education (Provincialisation of Services and Re-organisation of Educational Institutions) Bill, 2025,” introduced by Executive Member (EM) Rabiram Narzary and the clearance of pending bills to support development projects in BTC.
The house also passed a supplementary budget of Rs 73.90 crore, incorporating additional funds for the payment of arrear fixed pay for employees appointed under the Central Selection Board (CSB) for five entrusted line departments.
The historic BTC Education Bill, 2025, was passed after detailed discussions and received support from the opposition with minor modifications. The bill aims to provincialise the services of teachers and non-teaching staff of venture educational institutions, re-organise and streamline institutions up to degree level in BTC and ensure compliance with the Right of Children to Free and Compulsory Education Act, 2009. It also seeks to regulate the growth of venture schools and improve education quality in line with the objectives of the MoS of BTC signed between the Government of India, the Government of Assam, and the then BLT.
EM of Education, BTC Rabiram Narzary, informed the house that a total of 5,166 teaching and non-teaching staff across LP schools (1,659), ME schools (1,705), high schools (1,100), higher secondary and senior secondary schools (391) and colleges (226) will be covered under provincialisation. He noted that BTC requires Rs 205.33 crore annually for the salary component.
Former CEM and MCLA Pramod Boro described the bill as a landmark achievement, stating that decades of efforts to provincialize venture schools in BTC are now being realized. He thanked BTC Chief Hagrama Mohilary and EM Rabiram Narzary for resolving this long-pending issue and assured continued support from the opposition. He emphasised that public funds must be used for genuine development in the region.
BTC CEM Hagrama Mohilary said the special assembly session concluded with the passage of two crucial bills, marking a significant step forward for Bodoland’s progress and prosperity.
